An all major commands message from General Ryan stated: "In response to inquiries regarding hair styles, I have reviewed our policy on personal and appearance The standards. grooming issue is the appearance of the man in uniform. Current grooming standards were announced in 1970. They were designed to produce neat, clean and safe grooming without ruling out specific styles. Now we find that there are some styles that may or may not conform to present standards but do detract from the military image and the uniform.
