W. Burch Rivers, AFLC's director of civilian personnel, announced the registers will be used after Oct. 15 as part of the merit promotion program but will constitute a departure from usual procedures. According to Mr. Rivers, who conceived and originated the new program, "Our hopes are high for the success of these boards. They should make the promotion process orderly, simpler, and more effective. If we achieve these objectives we will have better selections ; they will be made earlier; and the people promoted will be better prepared for their new jobs." It is expected that establishment of the registers will improve morale and result in better selection. Unquestionably their use will speed up selection of replacements when pected to occur at one installation. As the vacancies occur, the supervisor will make his selection from the top three listed on the register. Initially, there will be at least twice as many candidates on the register as the number of vacancies anticipated. The supervisor will be required to justify his selection in writing if he departs from the numerical order of rank, and to present substantial reasons for not selecting the No. 1 individual. When fewer than four vacancies are anticipated or unexpected vacancies occur during the year, ad hoc boards will be set up at the time a vacancy occurs. Candidates for promotion will be informed when they are placed on the registers and notified of their numerical standings. These registers may then be used for up to one year, every three months. This program will involve the more than 8,000 GS-l- ls and and the more than 3 em5,000 GS-1- 2 and ployees in the command. All but a few hundred of the thousands involved are in the GS grades.
