She brings a cheerful attitude to class and interacts inter-acts well with students as she helps others understand science. Her citizenship marks are commendable, she earns Honor Roll caliber grades, and has habits that have put her on the path to success in education. Kinzi Manning (Applied Technology) is very interested inter-ested in learning and is attentive to what is happening happen-ing in class. She has great comments and generously shares her knowledge. Montana Frechem (Foreign (For-eign Language) does very well in Spanish because of the extra effort she puts up to two years. Because of his clients' right to a speedy trial, if the process takes too long, Spencer said he will try to get the charges dismissed. Prosecuting attorney Bret B. Hicken said he has not asked for the documents docu-ments because he did now know about them. Hicken said in other criminal cases he has never asked for the type of information Spencer is now requesting, only in a civil case. Hicken said he does not think the documents docu-ments are relevant to a criminal case. "It goes beyond the scope of this case," he said, adding that political issues aren't part of a criminal investigation. But the criminal charges are politically based, Spencer said. Haug and Wells were pulled over on Oct. 7 after two Pleasant Grove police officers heard the women with a bullhorn and siren and saw them drive by Manilla Elementary School, which was being used for a polling place. Police said the women were wearing T-shirts supporting sup-porting candidate Dan Shaw and a poster supporting sup-porting him was taped to the car. The only records Haug and Wells requested in writing that the city said were protected were executive exec-utive session minutes and statements by officers' wives and a daughter, according to copies of the documents provided by the city upon request by the Daily Herald under the Utah Government Records Access and Management Act. Wells asked for any record of investigations of others campaigning too close to a polling place, but the documents stated the public safety department does not have any records of those investigations. With the seven public Internet computers located near the front desk and the main entrance, and the staff trained to keep a careful lookout, library officials never felt the need to install filters to block out pornographic porno-graphic or obscene images, said April Harrison, library director. "We have human filtering, filter-ing, if you will," Harrison said. That may no longer be enough. A bill passed by the Utah Legislature, the Children's Chil-dren's Internet Protection Act, will require libraries to install an Internet filter to block pornography or anything any-thing harmful to minors in order for the libraries to receive state funding. Because the bill has no specific spe-cific effective date, it will become law on May 3 unless the governor vetoes it. The Pleasant Grove Library is one of the only libraries in Utah County to not already have a filter installed. The library is making preparations to install two filters, though, so it can receive federal and state funding. "State funding especially is very valuable to us, and we will follow all the guide 4 to lines," Harrison said. After a similar law requiring filters to be in place for federal funding was upheld by the U.S. Supreme Court, the library board recommended that a filter be installed, but it hasn't been yet, said Julie Bellon, library board chair. The problem is the library does not have a full-time full-time technology employee and has had a difficult time getting a working filter installed, Harrison said. The library has ordered a second filter, which should be installed by mid-April. Harrison said she didn't think the Pleasant Grove library has had the same problems with minors looking look-ing up pornography or other images as other libraries because there is no computer comput-er room in Pleasant Grove. The library will continue to require that parents sign a permission slip before any youth under the age of 18 can use the Internet. To use the Internet, patrons have to scan a library card, which shows if the minors' parents have OK'd Internet use, Harrison said. If the Children's Internet Protection Act is signed into law, libraries will be allowed to disable the filters for library patrons who aren't minors for the purpose pur-pose of research or other lawful purposes. Another state law, the Online Access at Public Libraries, has been in place for four years. It requires libraries to set online policies poli-cies to restrict access by minors to Internet sites containing obscene material but it does not require a filter.
