Herbert, who has been a county commissioner for 13 years and is the president of the Utah Association of Counties, will file campaign papers with Lt. Gov. Olene Walker's office this morning. morn-ing. The filing will mean he'll be able to organize his campaign and staff, and start fund raising. He will file as a candidate in March. Timing is important in politics, and that's why he is filing today, Herbert said. The filing means he joins the ever-growing pool of Republicans running for the state's top job. Other candidates candi-dates include state Sen. Parley Hellewell, R-Orem; state representative and Speaker of the House Marty Stephens, R-Farr West; former for-mer Ambassador Jon Huntsman Jr.; Regents Chairman Nolan Karras; millionaire businessman Fred Lampropoulos; and former U.S. Rep. Jim Hansen, who also is expected expect-ed to file today. Provo Mayor Lewis K. Billings is also considering joining the group. Whoever wins the party nomination will probably face Democrat Scott Mathe-son Mathe-son Jr., dean of the University Univer-sity of Utah Law School, in the general election. Herbert said he brings something to the race that sets him apart from other candidates. He's worked for 13 years as a full-time elected official and understands local government gov-ernment experience other candidates don't have. And because he's president of the Utah Association of Counties, he understands the needs and frustrations of all 29 counties in the state. The association is a voluntary group operated by Utah's 29 counties that provides management and intergovernmental relations rela-tions services to county commissioners and other county officials. Its mission is to improve the operation of county governments and the services counties provide pro-vide to residents. Ben Waldron, Herbert's campaign manager, said they know Herbert will never be the candidate with the most money. But with Herbert's ties to local government gov-ernment and real estate, he feels he can get more delegates' dele-gates' votes at the state Republican Party convention, conven-tion, which will determine who will be on the primary election or general election ballot. Herbert, who was born and raised in Utah County, said state government needs to remember Utah doesn't end at the point of the mountain. His election would be a good thing for Utah County, because he knows Utah County's needs, he said. It would also be good for the rest of the state because he understands under-stands its needs through his work with the Utah Association Associ-ation of Counties. Herbert worked as a licensed real estate broker from 1969 to 1990, when he was elected to the County Commission. Last year, Utah County had the third lowest certified tax rate in the state, behind Wayne and Tooele counties. Herbert's decision to file isn't something new. Waldron Wal-dron said he's been talking to Herbert about the campaign cam-paign for at least a year, although he's only really been involved for the last month. That would mean Herbert would move onto the ballot for governor, without a primary. Herbert's campaign to capture delegates' votes is going to start with a statewide tour. "We'll have a big statewide kickoff within the next 30 days," Waldron said. "Well go around the state and hit every county. It's going to be fun." Herbert already has the support of some local leaders. lead-ers. "I think Herbert is an outstanding leader and has got great qualifications and would be a very qualified governor," said Orem Mayor Jerry Washburn. Washburn has worked closely with Herbert for more than four years and is impressed with his ability to size up issues, make decisions deci-sions and build consensus. "I wish him good luck," said Ruthann Jarvis, vice chairwoman of the Utah County Republican Party. "He's been a really great county commissioner." Lindon Mayor Larry Ellertson said Herbert would bring a local perspective perspec-tive to the governor's office. "I think he'd make a great governor," Ellertson said. People from around the state have been encouraging encourag-ing him to run, and "carry the baton for local government," govern-ment," Herbert said. Utah County Commissioner Commis-sioner Jerry Grover said Herbert will make a good candidate, although Grover takes a neutral position on all party races.
