Show Citizen News Briefs SALT LAKE CITY The executive vice president of the Utah Farm Bureau has called on Congress to help save Western livestock herds from the drought by opening to grazing for the duration of the drought parklands, wilderness areas and any other public lands not normally grazed. He also called for reduced grazing fees for stockmen forced to haul water to livestock on public lands. C. Booth Wallentine, speaking to a congressional hearing in Price on Friday, May 13, said that if foundation herds of cattle and sheep must be slaughtered because of grazing cutbacks, "consumers will feel the impact at the supermarket for years to come." WASHINGTON Congressman Gunn McKay recently announced an-nounced that the House Interior Apropriations Subcommittee added at his request an additional $6.2 million for Utah projects. He said the entire sum is in addition to that requested by President Carter in his budget. The largest sum, $2.85 million, will go to the Intermountain Indian School for selected projects including $100,000 for cooperative law enforcement with the Brigham City Police. Other appropriations include development of the Hawthorn recreation site for the handicapped in the Wasatch National Forest, $630,000; refurbishment of the Spruces Campground in Millcreek Canyon in Salt Lake County, $621,000; the Flaming Gorge Water System including water for the community of Dutch John, $330,000; paving of a Forest Service LaSal Loop Road outside Moab, $700,000 and several other projects. WASHINGTON, D.C.- Senator Jake Gam (R-Ut) said recently that the Administsration and the Senate have earmarked $42,668,000 for military construction in Utah. Garn said the Military Construction Authorization for fiscal year 1978 was reported out of the Senate Armed Services Committee. Of the total amount, $23,020,000 goes to Hill Air Force Base, $17,415,000 will be used at the Tooele Army Depot and $2,233,000 will go in support of Utah's National Guard and Reserve forces. The Senator reported that, of the total set out for Hill Air Force Base, $14.9 million was added by the committee to the administration's request of $8.1-million. $10.4 million of the addon add-on will be used in support of the F-16 fighter aircraft which will begin arriving at the base in 1979, the other $4.4-million for energy conservation measures. Senator Garn said that the $17.4-million for Tooele Army Depot is also an add on amount to be used for the construction of a chemical weapons security facility to provide for stored lethal chemical agents and munitions. HOTEL UTAH The Ostomy Association of Utah and the American Cancer Society are co-sponsoring a five-state regional conference on Saturday, May 21 at the Hotel Utah. The aim is two-fold: to reach the person who has had an ileostomy, a colostomy or a urostomy and help him understand the care and management of his surgery. The second aim is to help the professional better understand the care of the patient. The all-day all-day conference will run from 8:30 a.m. to 5:00 p.m. and is expected ex-pected to attract doctors, nurses and pharmacists, as well as patients. Delegates from Wyoming, Arizona, Colorado, New Mexico and Utah will be in attendance. Those interested can register at the Hotel Utah at 8 a.m. on the day of the conference. Highland Girl to Compete For Miss Teen Queen Title Dr. Charles Acoff to Keynote Mental Retardation Conferenc e Dr. Charles Acoff, Commissioner Com-missioner of Arkansas' Mental Retardation and Developmental Develop-mental Disabilities Services, will be the keynote speaker at the Mental Retardation Association of Utah's 29th Annual Conference to be held Saturday, May 21 at the University of Utah's Graduate School of Social Work and on Sunday, May 22 at the State Training School auditorium in American Fork. Other highlights of the conference include a report by Tony Mitchell. Director of the Utah State Department of Social Services, on "Future Directions in Programming for Utah's Developmentally Disabled Citizens," a panel discussion on the prevention of retardation, and an Awards Luncheon where several people who have made significant contributions to the welfare of the retarded will be recognized. Dr. Mitchell is expected to outline a number of improvements im-provements he hopes to make in state services of Utah's retarded population at 11:45 a.m. on Sunday. On Saturday at 11 a.m., Dr. Peter van Dyck, a deputy director of the Utah State Division of Health, will moderate a panel discussion about progress being made in the prevention and early detection of developmental disabilities. Panel participants include Dr. Jack Madsen, associate professor in the Department of Pediatric Neurology at the University of Utah; Dr. Wilmer Wiser, Assistant Profesor of Pediatric Neurology at the U. of U. ; and Dr. Evan Evans, Chairman of the Maternal and Child Care Committee of the Utah Medical Association. M.R.A.U.'s Award Luncheon will be held at 12:15 p.m. on Saturday in the West Ballroom of the University of Utah's Union Building. There is no charge to attend conference sessions, but there is a $3.50 charge for those wishing to attend the luncheon. Reservations Reser-vations can be made by calling the M.R.A.U. office at 328-1575 or 662-5401, by May 19. The two-day conference will begin with registration at 9 a.m. on Saturday. Other presentations scheduled for the Saturday meeting include a film explanation of the federal Education for All Handicapped Children Act (PL 94-142), a discussion of federral standards stan-dards for institutions and nursing homes, and a review of "Institutional Alternatives and Community Options" by Dr. Donald Kline, head of the Department of Special Education at Utah State University. M.R.A.U.'s membership business meeting will wind up the Saturday program at 2:30 p.m. On Sunday, the conference will resume at 9:30 a.m. at the Utah State Training School in American Fork. Bus service will be provided for Salt Lake area residents who wish to attend. Buses will leave from the Eagle Gate at South Temple and State Street at 8:30 a.m. and make another pickup pick-up at the Prudential Federal parking lot at 33rd South and State Street at 8:40 a.m. For Mary Tilton, 15, daughter of Mr. and Mrs. Lynn Tilton of Highland, will compete in the Miss Teen Queen of Utah competition com-petition scheduled Saturday, May 28, at the Hotel Newhouse in Salt Lake City. Participants are ages 13 through 17. They are eligible to enter regardless of race, creed, color, or National origin. ori-gin. Judging is based on scholastic achievement, civic contributions, leadership, citizenship citi-zenship and essay. There will also be a personality and phot-genic phot-genic category in addition to the State Title and 5 runners-up. runners-up. Awards will be given in all categories. In addition to scholarships, the titleholder receives an all-expense all-expense paid tour to the National Finals where she will represent her state. Mary is a ninth grade student at American Fork High School, a candystriper, at the American Fork Hospital and a 4-H horse club worker. Mary is also a member of a judging team under the direction direc-tion of Janeen Runolfson of Manila and will compete at the National Arabian Horse Sohw in Alburque, N. Mex., in August. Au-gust.
