The 1 1-member committee was appointed by Gov. Michael Leavitt to search for and nominate nomi-nate citizens to fill three vacant positions on the Utah Wildlife Board. The board conducts regular public hearings to receive public input, establish policy and set rules and regulations governing all wildlife n Utah. Members meet about 10 days each year and are encouraged, to attend Regional Advisory Council (RAC) meetings in their area. Wildlife Board members are appointed by the governor to serve six-year terms. Each member mem-ber must have expertise or experience expe-rience in the following areas: 1) wildlife management or biology, 2) habitat management, 3) business, busi-ness, including knowledge of private pri-vate land issues or 4) economics, including knowledge of recreational recre-ational wildlife issues. Citizens wishing to be considered consid-ered for appointment to the Utah FINDING OF NO SIGNIFICANT IMPACT Environmental reviews for the projects have been made by the City of Orem and are available for public examination and copying at the offices noted below. Based on this review, the City of Orem has determined that a request for release of project funds will not significantly affect the quality of the human environment and hence, an environmental impact statement will not be undertaken under the National Environmental Policy Act of 1969 (RL 91-910). PUBLIC COMMENTS ON FINDING All interested agencies, groups or persons disagreeing with these decisions are invited to submit written comments for consideration by the City of Orem by July 29, 1999. All comments must clearly specify which decision they object to -the Find of No Significant Impact or the Request for Release of Funds. All comments so received will be considered by the City of Orem prior to its taking any administrative action or requesting release of funds on the date listed immediately above. RELEASE OF GRANT FUNDS The City of Orem will undertake the projects described above with Block Grant funds from the U.S. Department of Housing and Urban Development (HUD) under Title I of the Housing and Community Development Act of 1974. The City of Orem is certifying to HUD that the City of Orem Mayor consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibility have been satisfied. The legal effect of the certification is that upon its approval, the City of Orem may use the Block Grant funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and other environmental responsibility listed in 24 CFR part 58. HUD will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following basis: (a) that the officer of the certification was not in fact executed by the Chief Executive Officer or other officer of the City of Orem, (b) that the City of Orem's environmental review record for the project indicated omission of a required decision, finding, or step applicable to the project in the environmental review process, or (c) another Federal agency has submitted written comments pur8uanttosection309oftheClearAirActorSectionl02(c)ofNEPA. Objections must be prepared and submitted in accordance with the required procedure (2-CFR Part 58), and may be addressed to HUD.
