May 27, 1992 Page 8 Letters to the Editor Too many stores break tobacco law Dear Editor, As Tobacco Free Utah staff, an issue related to tobacco sales has come to our attention. Retail stores are not properly determining determin-ing the age of tobacco buyers prior to selling tobacco products, and these products are being sold to minors. It is against the law to sell tobacco to anyone under age 19. The prosecution of those businesses busi-nesses violating this law does not appear to be a priority by some Judges. Itconcerns us when these businesses are being fined very little for breaking the law. This makes a mockery of the law and is not sending a consistent message mes-sage to all concerned. Kids that are 18 years old (or often younger) who are buying or possessing tobacco are also breaking the law. Ninety percent per-cent of all tobacco users start before the age 19. By Harold McCown Can a politician make good on his promise to "run government as I would my own business?" Well, it depends. Remember that both businesses busi-nesses and governments were founded to generate wealth and power. Businessmen use wealth and power to motivate their workers, but since government supervisors cannot because salaries are set by law, all they can use to motivate their workers is power. Businesses can enter into an agreement with their workers to share the profits. This sharing helps keep the costs down because be-cause workers' wealth increases when the profits increase. Government, on the other hand, is not profit-motivated. For example, ex-ample, what happens with a budget surplus (government's version of a profit)? By law, it is returned to the treasury. How is the agency congratulated for coming com-ing in under budget (or making a profit)? The budget is cut. Remembering that power in government is determined by the size of the budget, the number of staff supervised, and the political volatility of the area, cutting the budget is cutting the supervisor's power. So, in order to retain his power, the typical government supervisor will spend all of the budget, thereby retaining his power. It appears there is minimal motivation for government to "do things the way a business would," for that motivation is insufficient for success. However, one government supervisor su-pervisor learned how to use the concept of power to motivate his staff. He had a database, and he needed salient information entered into the database for management and research purposes. pur-poses. He needed this information informa-tion to answer the legislature's questions. His staff, however, looked on the database as a thorn in their side and simply refused to enter the information into it. After pondering how to get the staff to cooperate, he hit on an idea. He simply based the distribution of staff (power) on the amount of information entered into the database. One office caught on to what was happening and immediately began entering the information into the database. Other offices continued to ignore the request. Their power had been eroded. So, Surprise! Next year he had all the information he wanted. Yes, if a politician really wants to "run government using business methods," he must first understand where the motivational motiva-tional resources lie. Also, upon taking office, the first business technique he should introduce is "Total Quality Management." It certainly won't hurt. Joyride brings arrest, damage Three juveniles were arrested early Saturday morning after they reportedly stole a 34 ton pickup with a snow plow and plowed their way through a northwest Orem neighborhood causing about $20,000 worth of damage. The trio face possible charges of theft, leaving the scene of an accident, criminal mischief, and stolen vehicle. According to reports, the escapade es-capade began Friday about 8 p.m. when the youths apparently stole beer from a convenience store. Shortly after midnight, the truck was stolen from the vicinity of 1000 N. 470 West. The youths reportedly drove the truck through a 6-foot high cedar fence, striking a house.
