The Federal Clean Water Act established the National Pretreat-ment Pretreat-ment Program to control the discharge of toxic andor hazardous waste into sanitary sewer systems sys-tems operated by Publicly Public-ly Owned Treatment Works (POTWs). Under a delegation from EPA, the City of Orem has been given the responsibility respon-sibility for applying and enforcing the pretreat-ment pretreat-ment standards for industrial in-dustrial users served by the City of Orem. Pursuant to the requirements re-quirements of the National Na-tional Pretreatment Program, the City of Orem must annually publish a list of industrial in-dustrial users within its service area that have either demonstrated a pattern of noncompliance noncom-pliance with applicable pretreatment standards or had a significant noncompliance non-compliance incident over the previous 12 months. Reasons for reportable noncompliance include: 1. A discharge of pollutants pol-lutants which caused an "imminent endanger-ment" endanger-ment" to the health or welfare of persons andor to the environment. 2. A discharge which caused or substantially contributed con-tributed to a violation of the POTWs NPDES permit per-mit requirements or impaired im-paired its use or disposal of sludge. 3. A discharge which exceeded any pretreatment effluent standard (categorical or local limitation) more than 20 of the time over a 12 month period based on any sampling performed. 4. Failure to correct a violation, either effluent or compliance schedule, within 45 days of notification of noncompliance non-compliance by the POTW. 5. This magnificent tree was a gift from Mrs. Charles B. Petty of Salt Lake City. Maggie Petty was a lover of nature's beauty and a seasoned traveler. When she returned from a trip to the Middle East in 2949, she brought back two cedar of Lebanon trees and presented one to Temple Square. The Bible tells in the book of 1st Kings that King Hiram of Tyre provided King Solomon with cedar trees for beams, pillars,' and boards for both the temple and Solomon's house. The tree is characterized by its light red, fragrant, and durable wood. It also is noted for the size of its trunk and differs from most coniferous evergreen trees in that its branches are widespread. It was planted inside the east wall of Temple Square between the Temple and the South Visitors Center next to a small, old building. The cedar of Lebanon grew for many years until lightning struck the old building an severely damaged the tree. Peter Lassig, who as Church landscape architect creates the patterns of beauty in flower beds and directs the landscape workers on Temple Square, performed per-formed surgery on the tree. He was successful in nursing it back to its former strength. Since the old building has been removed, the tree now stands in all its majesty just inside the east Temple Square wall as a thing of beauty for visitors to see. The tree is a choice treasure on Temple Square. Cedar of Lebanon forests have been greatly great-ly diminished in the last 15 years and reports from Lebanon now indicate few of the stately trees remain.
