WHEREAS, at a special bond election duly and lawfully called and held in Orem City, Utah County, Utah, on November 2, 1971, the following proposition was submitted to a vote of the qualified registered electors of said City: PROPOSITION Shall the City Council of Orem City, Utah, be authorized to issue the General Obligation Water Bonds of said City in the amount of not to exceed Four Hundred Fifty Thousand Dollars ($450,000), bearing interest at a rate or rates not to exceed seven per cent (7) per annum, and due and payable in not to exceed ten (10) years from the date of said bonds; these bonds to be issued and sold for the purpose of defraying all or a part of the cost of constructing improve Intensive Care Nurseries Needed for the Critically III Newborn byAbner H. Without the educated scrutiny scru-tiny of specially trained staff, backed by modern monitoring monitor-ing equipment, the baby whose life is threatened has a much poorer chance of survival. sur-vival. If he does survive, he also faces greater risk of physical phys-ical or mental damage from undetected complications. Immediate intensive care is crucial because the risk of dying dy-ing during the first 24 hours of life is 10,000 times greater than during any other day of life. An intensive care nursery operates on the same principle princi-ple as an intensive care unit for adults. Around-the-clock care is the rule. Most of our patients are prematures and low birth weight babies born at full term but who weigh less than five and one-half pounds (2500 grams). The Isolette becomes the baby's total environment. It maintains a constant skin temperature of 96 degrees and signals any change in normal levels. Portable Isolettes from the March of Dimes can be used when a newborn has to be rushed in from another part of the state. These transport trans-port incubators provide life-saving life-saving warmth and oxygen. They are battery operated but also can be plugged into a car's cigarette lighter as an other power source. WHEREAS, the bonds authorized author-ized at said election have been this day offered for sale upon sealed bids and, when said bids were opened, it was found that the bid of Northern Trust Co. and Orem State Bank, of Chicago, Illinois and Orem, Utah and associates as-sociates was the highest and best bid submitted for said various var-ious purpose bonds; and WHEREAS, said bonds have been awarded to said purchasers at the price of par and accrued interest to the date of delivery plus a premium, if any, of $9.00. NOW, THEREFORE, Be It and It Is Hereby Resolved by the City Council of Orem City, Utah County, Utah: Section 1. One of the reasons that we distinguish between a premature prema-ture low birth weight baby and a low birth weight infant born at term is that they are susceptible sus-ceptible to different diseases. Preventing Birth Defects A full term low birth weight baby is not as apt to have hyaline membrane disease as the premature. But he is more likely to develop hypoglyce-mia-low blood sugar levels. This can have disastrous effects ef-fects upon the brain. The qualified nurse knows that she must test the baby's blood sugar routinely to catch any drop in the level at the earliest ear-liest moment. When tests show anything out of the ordinary, ordi-nary, she notifies a doctor. If a tax sufficient to pay the Interest In-terest on this bond as it falls due and also to constitute a sinking fund sufficient to pay the principal when due. This bond is subject to the conditions, con-ditions, and every holder hereof and every holder of the coupons hereto attached by accepting the same, agrees with Orem City and every subsequent holder of this bond or of such coupons, that (a) delivery of this bond to any transferee trans-feree shall vest title in this bond and in the interest coupons attached at-tached hereto at the time of such delivery and the delivery of any interest coupons attached hereto to any transferee shall vest title in such interest coupons so delivered de-livered to the same extent for all purposes as would any such delivery under like circumstances circum-stances of any negotiable Instrument Instru-ment payable to bearer; (b)Orem City and any agent of Orem City may treat the bearer of this bond and of any of such coupons as the absolute owner thereof for all purposes and shall not be affected by any notice to the contrary; (c) the principal of and the interest on this bond shall be paid and this bond and each of the coupons attached hereto are transferable free from and without regard to any equities, setoffs, or cross claims between Orem City and the original or any subsequent holder thereof and free from any claims of ownership by any such holder; and (d) the surrender to Orem City or to any agent of Orem City of this bond and of each of the coupons attached hereto shall be a good discharge to Orem City for the same. It is hereby certified, recited, and declared that all conditions, acts, and things essential to the validity of this bond and the issue of which it forms a part do exist, have happened, and have been duly complied with and that this bond is within every debt and other limit prescribed by the Constitution and laws of theState of Utah and that the full faith and credit of Orem City are hereby irrevocably pledged to the punctual payment of the principal prin-cipal and interest on this bond according to its terms. Hospital Training Program Our intensive care nursery is the only such unit in South Carolina. Since we cannot care for every baby in the state who is at high risk, we ask community hospitals to send nurses here for training in the routine care of small babies who are not in distress. These nurses come in for a week or more and we show them basic optimal care that they can manage in their own hospitals. If an understaffed hospital cannot release a nurse, our staff will try to visit there and explain what can be done for these babies with the facilities available. To pay the Interest falling due on said bonds as the same becomes due and also to provide a sinking fund for the payment of the principal of said bonds at maturity, there shall be and is hereby levied on all taxable property in said City, in addition to all other taxes, a direct annual tax sufficient to pay the interest on said bonds and to pay and retire the same as hereinbefore provided. Said taxes when collected shall be applied solely for the purpose of the payment of interest on and principal of said bonds, respectively, re-spectively, and for no other purpose pur-pose whatsoever until the indebtedness indebt-edness so contracted under this resolution, principal and interest, in-terest, shall have been fully paid, satisfied and discharged, but nothing herein contained shall be so construed as to prevent said City from applying other funds that may be in the City treasury and available for that purpose to the payment of said interest and principal as the same respectively respect-ively mature, and the levy oi levies herein provided for may thereupon to that extent be diminished. di-minished.
