SCERA POOL ANNOUNCES OPENING DAY The Scera Community Swimming Swim-ming Pool will open Saturday, May 28. Total Results; Lincoln, - 62 A.F. - 22 Deep Vee hull Plenty of family room! - Friday Saturday - Sunday Efforts to Effect Rate Reduction Ends In Stale-Mate Efforts to effect a reduction of municipal water and sewer rates by 90? each per month at the Orem City Council Meeting Monday night resulted in a stalemate which continued the present rates in force. Consideration of the matter was assured last week when the Council instructed City Attorney-Hugh Attorney-Hugh Vern Wentz to prepare three ordinances for Council consideration: con-sideration: one which would reduce; re-duce; the water rates by 90? per month, one which would reduce re-duce the sewer rates by 90? per month, and one which would effect compulsory garbage service ser-vice in the city. Nearly 50 citizens attended Monday night's meeting at the time slated on the agenda for discussion dis-cussion by Mayor James E.Man-gum E.Man-gum on a City Organization and Capital Improvement Program and discussion on passage of the three ordinances. LET'S BUILD Mayor Mangum led out in the discussion by stating what he felt should be accomplished by the city during the next four years under the heading, "Let's Build a Community." He listed (1) Take care of current cur-rent needs. (2) Public works director. dir-ector. (3) Orem Civic Center. (4) City Parks. (5) Industrial Park. The mayor said he felt the city should develop a master plan for community development, rather than operate on a day-to-day basis. He read excerpts of a report prepared by the Utah State Auditor which showed that Orem City pays less per capita for most city services than other Utah County communities. REVENUES AVAILABLE Following Mayor Mangura's discussion, City Manager Earl W. Wengreen presented a statement state-ment of revenues available to the city for capital improvements during the next five-year period. During this period there would be a' total of $1,434,275 available avail-able from the General Fund and Water & Sewer Fund for capital improvements, Mr. Wengreen said. He also listed the following suggested capital improvements: city offices, $675,000; armory, $45,000; landscaping vand parking park-ing lots, $30,000; industrial sites and utilities, $150,000 streets, $371,100; garage-warehouse, $5,-000; $5,-000; sanitation, $87,500 parks and golf course, $322,600; fire, $160,000; police, $14,7 50; recorder, record-er, $12,000; engineer, $5,000;, library, $2,000 ; civil defense, $10,000; water and sewer expenditures, expend-itures, $511,624. With expenditures in excess of anticipated receipts, a net shortage of $267,299 would result re-sult if the expenditures were made as listed, Mr. Wengreen said.
