We need to continue the task of building summer and shoulder-season activity to obtain fuller utilization of our facilities and improved economic results for our businesses. We should encourage "semi-tourist" activities such as scientific research centers that operate short-term (1 week to 3 months) residential workshops on a year-round basis (for example, the mathematics research community has been considering building such a facility here). We should encourage the development of special events that build the shoulder seasons. Appropriate ongoing cultural activities also catalyze off-season activity. 3. Recreation and Leisure ActivitiesWe should continue the emphasis in building this part of our community infrastructure, but , at a rate that is fiscally responsible and in a manner that is not duplicative of private development We should continue working with the County to improve their participation in areas where they do not have their own facilities. 4. After leaving the engraving industry I started two businesses "from scratch," selling them when they reached their maximum productivity. Also purchased several pieces of local real estate, including a small shopping center. I was successful enough at this to retire at age 54. In summary, I have had union, management, and entrepreneur experience. As a resident of Dunellen, New Jersey, a town of approximately 10,000 people, I served on their Rescue Squad as well as the Park Commission. I also became involved in many miscellaneous projects such as their 75th Anniversary celebration Veterans' Memorial, city bandstand project, as well as other activities. My involvement became so heavy that at times I spent more evenings away from home than I spent at home. At one point I was asked to run for council but declined. When I moved from Dunellen the council presented me with a plaque for service to the community." ' Interest? "While I cannot begin to approach Mr. Santy's long history of residency, you will find other similarities between us..like Mr. Santy, and probably the rest of you, it is my intent to spend the rest of my life in Park City. Since I am retired I have the time to devote myself to the task of being an informed council member. Additionally I have the education, background and intelligence to perform the office.... I would like to see this community grow in a way that would benefit and please as many of its citizens as possible, knowing full well at the outset that nothing the council ever does pleases everyone." Issues? "GROWTH is such a pervasive issue that almost all the others concerns in Park City revolve around it in one way or another. At this point in time we are already experiencing the problems of rapid growth. The issue is how to direct this force in a way that it will benefit Park City both now and the foreseeable future. Strategies must be formulated that encompass not only Park City, but the whole Snyderville Basin as well. We are certainly "not an island onto itself." I sense that there is room for a greater dialogue between the governmental bodies on this issue. WATERIs there enough to service the growth that is already approved as well as when lies just ahead of us? There are many experts that have widely different opinions. I feel that a study in much greater depth must take place using unbiased sources to come up with answers that will tell us if there is sufficient water to fuel the engine of growth and at what cost Along with growth is the issue of LOW COST HOUSING. Everyone agrees that it is needed. The North Horse project is certainly a good start, but more is needed. Studies have shown that municipal governments make very poor landlords, so I do not believe that Park City should ever get pulled into that quagmire. Whatever we do we must do something soon before the courts, citing the Mount Laurel Decision, find that Park City is guilty of de facto segregation and compel us to adopt a plan that we would probably find most distasteful. When Walt Disney decided to build his mega attraction in Florida, agents when about quietly acquiring land in the Orlando area. We could follow his tactic and acquire the land in a similar fashion before the landowner becomes aware that the city wants the property and pushes the price up. Just outside our boundaries, off Route 248, there is a fair amount of undeveloped land.
