All candidates must live within the limits of Park City; they must be a U.S. citizen, be 18 years of age or over, and be a qualified, registered voter. Also, candidates must be able to commit up to 20 hours per week on city business, and be able to meet on Thursdays, convening as early as 3 p.m. Judith Crum 2471 Fairway Village 649-3955 Park City resident for four years. Never served on a local government advisory board. Has attended no Planning Commission meetings, and two City Council meetings in the last year. Conflicts of interest? "I have considered starting a limited real estate law practice. That decision is not final and should I be selected for this position, I would reconsider starting a practice at this time, as I would prefer to devote my time to initiating myself to the City Council. Currently, I know of no conflict of interest." Experience? "J.D. from Woodrow Wilson College of Law in 1983. Interest? "I am interested in serving on the City Council in order to give something back to this community. I have no hidden agenda or special ax to grind, no pet project or even a special issue that I want to see addressed. Just in the last four years I have seen tremendous changes in Park City and the surrounding areas. There is no doubt many more changes are in our future and I want to be a participant in the direction Park City is headed. I cannot be called "pro-growth" or "anti-growth" or really any other label. I believe that each issue before the City Commission must be studied and addressed individually based on the facts of the particular issue and the needs and demands of the community. I feel with my legal training, I have developed the ability to weigh both sides and to make a decision based on what would be best for the community. I also feel that my background in real estate law I respect the current Commission and the difficult job they do and I feel that I could work well with them. I love Park City, the town, the people and I would like to work with them and for them as well approach the future together." Three issues? "I could list our three issues as 1) growth, 2) growth, 3) growth. It is almost redundant to state that the growth that Park City is experiencing and will experience will have the greatest impact on the city. The idea of becoming another Aspen or Sandy is appalling! We have to address the growth issues aggressively and make decisions not with our heads in the sand, hoping it will go away, but decisions as to what Park City will be in the future. Growth in Park City, to me, is analogous to a woman growing older. You can't stop the process, but you can do it with dignity and grace. Another issue I feel should be addressed in the commission is affordable housing. Without it the economy will suffer as well as the flavor of the Park City we know today. Its time has come and the commission needs to address it The quality of education is always vital to a community. It was a primary consideration for our moving here and remains of importance to me, especially in light of recent divisive developments." Gregory Schirf P.O. However, since a decision has recently been reached between the city and the project developers, I do not perceive a conflict of interest. It is important to note that I have no direct or indirect financial interest in the Depot project. Furthermore, I would abstain from any vote on this issue." Experience? "My formal education includes a bachelor's degree of arts with a philosophy major from Marquette University. On a professional level I currently hold an inactive real estate broker's license. As president of Schirf Brewing Company I operate as the chief executive officer. My responsibilities include setting budgets, hiring, managing personnel, and making major financial decisions. My professional experiences as a member of the Park City School Board provided me the opportunity to participate with the managing of a IS million dollar budget and 190 employees. As a volunteer, I served as president of KPCW's board of trustees from 1983-88." Interest? "As a 17-year resident of Park City, I have every intention of spending my life in this community. Consequently, I care deeply about preserving the quality of life that has made Park City such a wonderful town to live in. The City Council of this community will clearly have a tremendous challenge in making the difficult and complex decisions that will greatly impact the quality of Park City's future., I believe I can bring tfie commitment, the intelligence and the insight that will help meet this challenge. ' 1 Issues? "1) Maintaining the level of municipal services without increasing taxes will be an important issue in coming years. For this goal to be realistic, it will have to be imperative for the county to pay its fair share of our revenue base. 2) Given the pressures of growth and development, it is paramount that we establish a synergistic relationship with Summit County officials as well as the Park City School District. I believe, from my past experiences with these groups, I can be an effective liaison. 3) For the City Council to function, successfully and productively for Park City, it is imperative that a positive working relationship exist between the elected officials as well as the city's administrative staff. As a member of the Park City School Board, I believe I have demonstrated my ability to participate in a health debate while at the same time maintaining a congenial and supportive relationship with my colleagues. I would certainly encourage all of you to confirm with the current school board members concerning my ability to contribute to a WHAT IS THE RICHTER SCALE? City Council member for four years. Attended several Planning Commission meetings and read most of the commission packets for the last four years. Atttended more than 20 City Council meetings during the past year. (Only missed one or two meetings a year for previous four years.) Conflicts of interest? "I am a resident of 2800 Lucky John Drive. I am also an officer, an employee and a stockholder in Park City Ski Corp. I would obviously again recuse myself on business that would be remunerative to the ski area. I believe that I demonstrated my ability to do this and to vote in a fair way during my four year term of office." Experience? "I have a bachelor's degree in science in Civil Engineering and a master's of business administration as well. I have spent time as a practicing engineer and also as a financial officer in a coporation. During the time I was a junior engineer at the Tahoe City PUD, I was working in the areas of sewerage and culinary water service. This experience is invaluable in helping me vote intelligently on our water and sewerage issues here. I am a Rotary member and participate on various state boards." Interest? "I have demonstrated interest by running for election and reelection re-election to this position. In 1987, as a relative unknown, I was one of three chosen from a field of ten on 30 percent of the vote. Four years later, I received 47.4 percent of the vote, a 58 percent increase. I also garnered a 160 percent 'increase in the number of votes. These numbers indicated that a significant number of Park City citizens approve of the way I made my decisions while serving on the City Council. It takes about 18 months to become well-acquainted with the decision making process of the City Council. This vacancy is for less than 18 months, and I believe that an appointment of an inexperienced person to this position would wasted this training period. Three of you on the board have 2.5 years experience and one a 0.5 years, an average of two years. I do not believe that this is the time for additional new blood on the Council. My four years...would add balance and to some extent, compensate for the loss of Councilman Santy. I was a staunch supporter of the Governance Study for the Snyderville Basin last fall, and desire to continue involvement with the process. Park City decided Continued on A7 |
