Jordanelle Dam: Construction proceeds rapidly by HEIDI W EST Record staff writer Where once there was a clear flowing river amid quiet sage-covered sage-covered mountainsides, there is now the whoosh of high-pressure air and water, flattened hills and bare soil crawling with speeding green dump trucks. The site of the to-be Jordanelle dam is vastly different than it was earlier this summer when Utah's senior U.S. senator, Jake Garn, pushed the plunger to ignite the symbolic first blast on the dam's west abutment. Now there are thousands of acres of graded ground, a conveyor belt which stretches across Hwy. 40 and a rerouted re-routed Provo river. Walls of rock on both the east and west side of the dam site are exposed as trucks haul away the soil which has accumulated for thousands of years to cover them. The site is in phase I of a plan which will consume the next five years to construct a 300-foot-tall gravel-filled dam more than 3,000 feet from end to end. It will hold back 320,000 acre-feet of water, twice the size of Deer Creek Reservoir and enough to satisfy 150 Park Cities if that were its purpose. But, instead the water will serve the municipal and industrial needs of Salt Lake County, northern Utah County, Orem and a few Wasatch County communities including Heber. A small bit will irrigate ir-rigate land in Summit and Wasath counties. The changes which the area six miles north of Heber is undergoing undergo-ing are drastic, but they are not the most drastic of the entire project. pro-ject. By 1993, portions of the Heber Valley including three miles of Hwy. 189 toward Francis and another three miles of Hwy. 40 toward Park City will be under water. Right now, the U.S. Bureau of Reclamation contractors are excavating ex-cavating both east and west abutments, as well as some of the flat land between them. To begin building the dam, they must first reach bedrock. On the east (or left, facing Heber from Park City) side of the site, the rock is being washed with high-pressure water and air to clean away the last of the soil. The west side is tougher to prepare, and dump trucks are still carting aw ay the about 50-foot-thick soil mantle at high speed nearly 24 hours a day. The final clean up of the west abutment will not be complete until the next building season, says Bureau resident engineer, Jan Ringel. There are huge flat areas on both sides of the highway and an army-green conveyer belt connecting both. According to Ringel, the flat area on the east side is the Bureau's gravel pit where materials are dredged and sent to a screening plant on the west side. The plant is being built now, and is adjacent to Hwy. 40. The conveyer belt transports the rocks across the road from the pit to the plant where they are sifted into different sizes and stored. There are changes to the highway as well. Hwy. 40 is being rerouted re-routed around the dam, and a contract to complete the southbound portion of what will eventually be a separated, four-lane road was let this year. A portion of the new road, from the Mayflower mine to Midway, is being graded now. Again, the workers are at it almost 24 hours a day, six days a week, said Shirley Iverson, infor-mation infor-mation officer for Utah Dept. of Transportation (UDOT).
