And in Park City, they get together once a year to review the State of the Arts. Ar-ts. The focus of all the attention is the Parley's Park Art Festival, that annual rite of spring which brings together some of the most creative minds in the community with some of the greatest potential. This year, 37 instructors volunteered their time to expose Parley's Park youngsters to everything from cooking to dance. Then, in the grand finale, the community is called in to view the results. Artistic expression comes in every guise, from pinatas to stained glass, from batik to flower arrangements. Parents packed the school last Thursday, dragged from exhibit to exhibit by children who were just as enthusiastic en-thusiastic about the work of others as they were proud of their own. "I was very pleased," Linda Singer, acting principal at the school, said later. "I think all the kids had a good time doing it. The instructors had a good time too. "I think the quality of the artwork was a little bit better than it had been in the past ... people just extended their concepts a litle bit farther than they had before." One of the best things about the Art Festival, she said, was that it cut across the different age groups. First graders were taking classes with fourth graders. "I think that exposure across grade levels is really a healthy thing for the kids." This Friday, at 1:30 p.m., the school will hold a special luncheon as an expression of thanks to those who have volunteered their time, not just for the Art Festival but also for a myriad of other activities during the year. Singer said that about 200 people have been sent personal invitations. However, she noted, some people will undoubtedly un-doubtedly have been overlooked. Meeting planned to consider employee housing ordinance Employee housing is like the weather. Everyone talks about it, but nothing seems to be done about the problem. prob-lem. Now the city has drafted an employee housing ordinance. or-dinance. It would put employee em-ployee units into almost all future developments with a combination of the carrot and the stick. The measure contains both requirements and incentives for employee units. A public input session on the ordinance is set for next Wednesday, May 25, at the Marsac School. The meeting will begin at 5 p.m. and all interested citizens are invited. in-vited. The basic requirement is that any development will provide employee housing amounting to 10 percent of the units it will build for sale. At a minimum then, the builder of a 10-unit project would have to provide one more unit for employees, or 11 units total. However, a developer could satisfy the law under three alternatives that would afford him additional a-mounts a-mounts of density to his project. John Eskelin, senior planner for the city, explained ex-plained the options to the Park City Newspaper. The first choice regards on-site housing for employees. employ-ees. If a builder plans a 20-unit project, he is required re-quired to build, in addition, two employee units. However, How-ever, the city offers him a benefit if he builds them on-site. For each employee unit on the site, he gets one full densitv credit that is. the option to build another sale unit. Thus, he could have as much as a 24-unit development. develop-ment. (If a project has 500 units or over, Eskelin said, a certain percentage must be on-site. ) The developer can build off-site. But each employee unit of this type only gets a half-credit of density. Two employee units off site allows one more unit on the site. The third choice is that the builder will pay an in-lieu-of-construction fee. The onetime one-time fee would be $10,000 for each employee unit required. re-quired. The fee would equal a quarter credit of density. To build an additional sale unit therefore, a developer would have to pay $40,000. (That is the average price for a building pad in Park City, said Eskelin.)
