He was appointed to the position of Planning Director in the summer of 1977, and noted in his resignation letter let-ter to City Manager Wayne Matthews, "I have witnessed wit-nessed a dramatic siege in growth and development in Park City" during his two years here. Preece said during his tenure as director over 1,800 multi-family units have been approved, along with over 285,369 square feet of commercial space reviewed and approved. "My primary objective has been to provide, standards stan-dards and methodology by which the Planning Commission Com-mission could evaluate the impact that the future growth and development would have on the city's resources, natural features, public facilities and lifestyle and to minimize any possible adverse effects, while at the same time preserve and enhance Park City's unique historic heritage and environmental en-vironmental character." Preece continued that he has been supported by individual in-dividual members of the Planning Commission, City Engineer John Probasco, city traffic consultant Wayne VanWagoner, Snyderville Basin Sewer Improvement District Director Bruce Decker, and members of the Park City Fire Protection and School Districts. "But I fear that all of the time and energy that the commission, myself and the individuals I have mentioned have put forth to minimize the adverse effects, have been in vain due to the insufficient insuf-ficient building and site inspection. in-spection. I cannot continue to work under conditions where there is no respect or support given to the Planning Plan-ning Commission's actions and policies and where there is no guarantee that the developments being approved ap-proved will be in compliance with their plans. "In closing, I voice my concern for the future of Park City and for its residents resi-dents who care about her." On Tuesday, Preece said he has accepted a position as a city planner in Beloit, Wisconsin, effective July 20. "The Planning Commission Com-mission has been most effective effec-tive in the past in dealing with Park City's growth," Matthews said. "We are all aware of the problems, and it's up to the commission to deal with them. Sure, within the next year we may need additional help. But just today we hired another building inspector." Matthews said the city is advertising for a new Planning Plan-ning Director in Salt Lake, Los Angeles, Chicago, as well as major cities in Arizona and other Western states. The classified will request someone with planning plan-ning experience or experience experi-ence in related fields. A degree is preferred, and five years' experience is necessary. "We are looking for someone with a background in planning and familiar with architecture and other related fields," Matthews said. "A combination difficult dif-ficult to beat would be someone who has been involved in-volved in the private sector, as well as having experience in city and county planning, with a grasp of engineering."
