Utah County's Division of Sub-stance Sub-stance Abuse is reporting a significant increase in opiate abuse for 2004. Opiate drugs include prescription drugB like Oxycontin and Lortab -drugs commonly prescribed for pain management. Illegal drugs like heroin fall into the same category. "We've seen a spike in total opiate treatment admissions," reports Richard Nance, director of the Utah County Division of Substance Sub-stance Abuse. "By the end of the third quarter of 2004, we were on a trajectory where opiate treatment admissions would exceed those for methamphetamine, marijuana, marijua-na, and alcohol. Even though opiate treatment treat-ment admissions are high, Utah County still has a relatively rela-tively low rate of substance abuse compared to other areas in the state and the US as a whole. "Last year, for the first time in many years, we learned that Utah did not have the lowest Bubstance abuse rates in the country. Iowa earned that distinction, making Utah 49th. Utah County consistently has the lowest rates of Bubstance Bub-stance abuse in the Btate among both adults and youth according to the State Estimates of Substance Use from the 2002 National Survey Sur-vey on Drug Use and Health published by the federal Substance Abuse and Mental Men-tal Health Services Administration Adminis-tration and the Utah State Division of Substance Abuse and Mental Health. One very disturbing trend in Utah County, though, is the transition from prescription prescrip-tion opiate use to heroin. Drugs like Oxycontin must be prescribed by a physician and filled at a pharmacy. Physicians prescribe these drugs for legitimate pain management, but as patients need higher doses to maintain the same level of effectiveness, physicians become reluctant to continue prescribing - especially if patients begin to demand specific pain medications and reject the suggestion of alternatives. When patients become addicted and can no longer get prescriptions for opiate pain medication, they often turn to buying pills from friends or from illegal suppliers. suppli-ers. "We hear that Oxycontin tablets run around $1 per milligram or $40 to $80 per pill on the Btreet," said Heather Shivers, a Utah County Felony Drug Court case manager. The equivalent equiva-lent dose of heroin is much cheaper at about $7 - 15." When Oxycontin becomes too expensive and too hard to come by, many addicts turn to heroin. "What we're seeing is like waves crashing on the beach," said Nance. "We have seen one wave of Oxycontin admissions in 2003 followed by a similar wave of heroin admissions in 2004. We're very concerned about what well see in 2005. In 2003, most defendants in the Utah County Felony Drug Court program were methamphetamine addicts. The geographic distribution distribu-tion of opiate admissions is troubling as well. "Springville has gotten a bad rap as the heroin capital of Utah County. That is unfair and undeserved," said Nance. The purpose of this week is to place special emphasis on reminding all parents and other adults responsible for children traveling in motor vehicles that kids under four feet nine inches tall need to lx in a lxxster seat. Motor vehicle crashes are the number one killer of children chil-dren ages two to 14 years old. But children ages four to eight years old who use lxM)ster seats are 59 percent less likely to be injured in a car crash than children who are restrained only by a safety safe-ty belt. Children need to be in the right restraint for their size and age. One study showed that children ages two to five years old who are moved to seat belts too early are four times more likely to sustain a serious head injury than those restrained in booster seats. These children need a booster seat - which raises them up so that seat belts fit over their chests and hips properly - and protects them in the event of a crash. As children grow, how they sit in a car, truck, van or SUV should also change. For maximum child passenger safety, parents and care givers simply need to remember and follow the 4 Steps for Kids: Use rear-facing infant seats in the back seat from birth to at least one year of age and at least 20 pounds; 1 Use forward-facing toddler tod-dler seats in the back seat from age one and 20 pounds to about age four and 40 pounds; Use booster seats in the back seat from about age four to at least age eight -unless the child is four feet nine inches or taller; and Use safety belts in the back seat at age eight or older or taller than four feet from Spanish Fork, Payson, and the other cities south of Highway 6." Treatment for opiate addiction is available and effective, but accessing it is difficult - especially when the addicts insists they don't have a problem and refuse to seek treatment on their own. "Only seven percent of people peo-ple in treatment admitted they had a problem and sought treatment on their own. The other 93 percent are ordered into treatment by the courts," said Nance. "It seems that not a week goes by that I don't receive a telephone call from a spouse or a parent of an adult child desperate to get that person into treatment. I have to tell them that, if they won't go voluntarily, the best chance they have is to get them arrested. That's a very difficult diffi-cult thing for some family members to do." There are a number of licensed substance abuse treatment providers in Utah County.
