Kline One morning this week my satellite radio was tuned to Howard Stern's show as his crew mocked the previous previ-ous evening's "American Idol" contestants. When the topic of conversation changed to one of the staff members' rather graphic phone sex habit, I quickly flipped the channel to ESPN radio where the hosts were breaking down the Super Bowl. It didn't take Congress, President Bush, the Parents Television Council or the Federal Communications Commission to protect me. I simply changed the channel chan-nel when the topic became something I was uncomfortable uncomfort-able listening to. I'm also quite capable of changing the channel on my television in the same situation. Maple, was arrested for an outstanding warrant. We applaud Mayor May-or Mangum for his honesty and forthrightness-some-thing you do not always see in politicians. Was Mayor Mangum misled by information given to him by city leaders during the campaign. We do not know. We do understand the problems that the city is having though. As we traveled up and down the state last week and observed ob-served the amount of growth in most cities, we also realized real-ized that growth is not a problem peculiar to Springville. It is everywhere in our state. And with growth comes the need for more water, more electricity, more sewer capacity, more services such as police, fire, ambulance and library, etc. It doesn't end. . This is a good place to live, and lots of folks want to live here. We applaud former city leaders who have made decisions deci-sions that put our city in a vary favorable credit rating posture. Those leaders have also put in place the master plans and associated fees necessary for new growth so that those moving here pay for the impact they have on our community. It was just recently that the city council voted to raise the impact fees, making them comparable with other cities our size. This makes it so that citizens already living in Springville are not affected by having to pay more for those moving in. As the mayor said in his letter, the city does not have much control over the cost of natural gas and in turn what power bills are for you and me. But they are doing everything every-thing they can to purchase the least expensive power available and to supplement the purchased power with the city's own production of power when it is cost-effective. As we have said before, if any citizen has concerns, they should contact the mayor or one of the city council members. They are all ordinary citizens trying to make extraordinary decisions for us. They welcome your ideas. They are the only ones who have a vote on important issues is-sues in Springville. The Federal Communications Communica-tions Commission has always al-ways controlled decency standards for broadcast radio ra-dio and television. They've done this under the guise that those are public pub-lic airwaves and must in some way serve the general populace. That was always dubious logic that bordered on being nothing more than a clever way to tell the public pub-lic it was too dumb to make its own choices. FCC regulation has been inconsistently enforced, poorly explained and heavily heavi-ly politicized. Other than the seven dirty words made famous fa-mous by George Carlin, some of which can actually be used in certain circumstances, circum-stances, there are no clear guidelines. A sentence that might be ignored if Oprah says it may not be okay if it's uttered by an animated character on "Family Guy." This has created a broadcast broad-cast landscape where radio personalities, sitcom characters charac-ters and talk show hosts speak in a manner unlike the way people actually talk. We nave TV policemen who don't swear, bad guys that never say anything worse than "aw shucks" and interviews with rappers that are more beep than speech. . These services ser-vices offer programming for adults and they trust that adults can decide when they are off ended. If I don't like what's on my radio or TV, I simply find something else to watch, or listen to. I don't need the government govern-ment to protect me from my choices in these mediums any more than I need Congress Con-gress to tell me what books to read, what newspapers to subscribe to or what political politi-cal organizations to join.
