Ask a Specialist CAN YOU HELP ME UNDERSTAND THE RE-CENT RE-CENT TAX LAW CHANGE? Answer by Barbara Rowe, Utah State University Extension Family Resource Management Specialist. Last month, the Jobs and Growth Tax Relief Act of 2003 was enacted. It includes a provision that increases the child tax credit from $600 to as much as $1,000. About 25 million people will receive checks from the Treasury this summer as an advance payment of this higher credit. Eligible taxpayers don't have to do anything to receive re-ceive this credit. It is based on income and the number of claimed child credits on tax " returns filed in the spring.-Taxpayers spring.-Taxpayers will get a check for $400 per child claimed starting in mid-July. The credit is available for each dependent child who is under age 17 and is available for parents whose income does not exceed $75,000 on a single return or $110,000 on a joint return. Similar to the refunds mailed in 2001, the IRS will automatically determine who is entitled to the refund checks. Taxpayers who asked for a four-month extension before filing their 2002 return will receive a check after their return is processed. pro-cessed. With all of this in place, it hasn't taken long for scam artists to take advantage of taxpayer confusion over the new law. Taxpayers have already received calls from people trying to persuade them to pay up-front fees to receive the tax refund check more quickly. If someone calls you saying they can help you get a speedy refund, then asks for your credit card number to start the process, just say no. The IRS reports there is nothing anyone can do to speed the processing dates. Most checks will go out in three mailings. The first will be July 25, the second Aug. 1 and the third Aug. 8. How will you know when your check will arrive? Look at the last two digits of the Social Security number that appears on your 2002 tax form. If it is 00-33, your check should be in the July 25 mailing. If it is 34-66, look for it in the Aug. 1 mailing. If it is 67 to 99, it 'should be in the Aug. 8 mailing. Even if you don't receive a child tax credit check, you should begin seeing changes resulting from the new tax law in reduced tax withholding withhold-ing from your paycheck. The IRS is revising the withholding withhold-ing tables now to reflect the reduced rates, and employers should be installing the new numbers into pay calculations within the next month or so. You don't have to do any- thing to benefit from reduced withholding. The increase in your take-home pay will be automatic. The AMT was originally aimed at wealthy people who managed to avoid paying high federal income taxes through a variety vari-ety of deductions, credits and other items. The eight-time Tony Award winning epic is now being released in a limited school edition where performers per-formers must be 19 or younger. youn-ger. Productions are also limited to 10 performances, with a maximum audience of -7,500 people, a restriction SCERA says will make for a high ticket demand. The SCERA Shell Outdoor Out-door Theatre has been accepted ac-cepted as one of the venues for the "Les Miserables School Edition," and it will produce the beautiful work under the stars July 10-25 with performances Mondays, Thursdays, Fridays and Saturdays at 8 p.m. The Shell is located in the center of Orem's SCERA Park.
