Show Page Two - The Springville Herald - January 29, 2003 EDITORIAL fl matter of safety We hope that our state legislators, who are now in session making laws, will carefully consider four bills that will not only save the state money but reduce traffic deaths and injuries. The Seat Belt Enforcement Bill (SB99) proposes that seat belt enforcement move from a secondary offense to a primary offense. This means that an officer may stop a vehicle if the occupants are not wearing seat belts. States that have adopted similar laws have experienced an increase in seat belt use, resulting in fewer deaths, injuries and financial costs. In Utah, unbelted passengers are 17 times more likely to die in a crash than those who were belted, 6.4 times more likely to require inpatient hospitalization than those belted, and 2.8 times more likely to require emergency room treatment than those belted. SB 125, Restrictions on Passengers in Pick-up Trucks, proposes that it be illegal for anyone under the age of 18 to ride in the back of a pick-up truck. Passengers in cargo areas are 12 times more likely to die in a crash and three times more likely to be hospitalized as a result of a crash than those inside a vehicle. Every three days in Utah a passenger in the cargo area is involved in a crash and the average age of those passengers is 15 years. The average emergency department charge for passengers in a cargo area was 33 higher than for those occupants inside a vehicle. Seat Belt Requirements, HB 50 attempts to remove the exemption from the seat belt law that allows unlimited passengers to be added to a vehicle after all the seat belts are used. If passed, this bill would help reduce the injuries, deaths and costs associated with unbelted crash victims. In a crash, an unbelted passenger is thrown with extreme force into other passengers. HB 84, Child Restraint Device proposes that Utah law reflect the newest safety information concerning child safety seats and booster seats. Currently, Utah children are required to ride in a child safety seat until five years of age and then may move into an adult seat. This bill proposes that children up to the age of eight years or 4'9"-whichever comes first- ride in a child safety seat or booster seat. This change is necessary because seat belts designed for adults do not adequately protect small children. In a crash, children can be ejected, partially ejected or suffer neck, abdominal or spine injuries from improper fitting seat belts. AAA Utah are asking for passage of these bills. We agree. They said, "That 85 of all medical costs for crash victims fall on society, not on the individuals involved and 24 of these costs are paid by tax dollars." The United States Supreme Court in a 1972 decision in the case of Simon V. Sargent stated, "...From the moment of injury, society picks the person up off the highway; delivers him to a municipal hospital and municipal doctors; provides him with unemployment compensation if, after recovery he cannot replace his lost job; and, if the injury causes disability, disabili-ty, may assume the responsibility for his and his family's continued subsistence. " ! AAA says, "We do not understand a state of mind that,, permits a plaintiff to think that only he himself is concerned." Mapleton Police report Mapleton Police had 46 calls last week. Police are asking for information on mailboxes that have been damaged and homes that have been egged. Callers will remain anonymous. Two male juveniles were arrested for consumption of alcohol by a minor. Abigail Raulston, 244 S. 400 East, Springville, was arrested for possession of tobacco by a minor. Nathan Paul Snyder, 6590 S. 1800 East, Spanish Fork, was arrested for consumption of alcohol by a minor. A credit card was reported report-ed stolen in Springville and has been used for purchases in Mapleton as well as other surrounding cities. I am acquainted ac-quainted with the members and see' no motive behind their decision other than the welfare of the students. The two had apparemly broken a window and climbed a ladder' to get into the building. They are being charged with two counts of burglary. Someone notified the police department that they saw lights on inside the building resulting in the arrest. COMMENT Evm&m aesmta Imp Editor: I have to answer Wilma Williams' letter to the editor in the Jan. 8 Springville Herald. About 1 12 years ago I decided I needed to gain a little knowledge of our city and how it operates, City Council meetings, etc. City Council meetings are open to the public. In fact, all meetings for the city are unless stated as Closed Sessions. Ses-sions. (Wilma, I would be glad to pick you up and have you go with me.) There are about 13,000 or so adult people in town, but there is seldom more than 10 people at council meetings including Scouts working for badges. The agenda for the meeting meet-ing is typed and posted on a table in the main hall of the city building, across from the Toip to see art fabulous! At the Hollywood fund-raisers, Democrat politicians politi-cians have attended, they are treated to a show of filth, perversion and anti-Christian bigotry with the like of Robin Rob-in Williams and other Hollywood Holly-wood elite. The Democratic Party and Hollywood form a perfect pair. Both are in the business of destroying our heritage, attacking the Judeo-Christian ethic and working to create a hedonistic culture. Hollywood Holly-wood depicts Christianity as a religion of extreme right-wing right-wing racist bigots and the leftover of a sentimental era utility payment windows, 1-2 days before they meet. Council Coun-cil meetings are held the 1st and 3rd Tuesdays of each month at 7 p.m. On the same table as the agenda will be sign up sheets for every topic to be discussed, and anyone interested can sign to speak. The Mayor and Council will listen and thank you for your input. Of course they don't have all the answers either, but you ju&i might give them a tip to pass on to Layne Long who is the city administrator and tells everyone every-one what should or shouldn't be; or to Troy Fitchgerald, our city attorney, who keeps up on city, state and federal ordinances. I would ask, has the UN precluded any fracases, wars, prevented or alleviated sickness sick-ness or fratricidal wars within with-in nations? Have they taught third world nations how to do anything except vote against the fruitful recommendations recom-mendations of the U.S.? I would suggest that such decent actions would be hard to find. Of the 160 nations in this world, we provide 20 percent of funding for the UN. The US provides the vast majori that can no longer provide the answers to a humanist society. It seeks to destroy the spiritual base our Founding Found-ing Fathers gave us and strip our culture of all reference to Jesus Christ. Recently, a Senate Commerce Com-merce Committee conducted a hearing to explore a recent Federal Trade Commission report noting that Hollywood executives are deliberately peddling sex and violence to children. One of television's most celebrated producers has declared that his aim is to destroy all television taboos concerning profanity, blasphemy and all types of moral and sexual perversion. It would appear that the real motive of the mass-production mass-production R-rated films is the demolition and destruction destruc-tion of American society. The adamant glorification of the drug culture is another one of the tools used in Hollywood's demolition of our society. Hollywood has created a culture of nihilism and materialism. mate-rialism. Hollywood continually continu-ally creates new Democrat voters. A large percentage of movie goers are in the 12 to 29 age group. Kaye J. Wiley Springville The two exhibits, "Art Through the Ages" and "Faberge: Treasures from the Kremlin" were both fantastic! We were able to see art pieces from Picasso, Chagall, van Gogh, Rubens and even a Jackson Pollock. Carl Faberge, the 19th century goldsmith who had crafted the items seen in that exhibit included three of his famous Russian Easter eggs that were once owned by the Russian tsars. The collection contains over one hundred masterworks by Faberge. There were also many imperial impe-rial objects like jewelry, figurines and clothing wore by the last Russian tsar and his family.
