Show Page Six - The Springville Herald - January 3. 1980 Hikin' with Mike Curacao- Holland in Caribe KvMikeKHsey In the USA not much is known of the Dutch Antilles, An-tilles, two groups of islands in the Caribbean, still owned and operated by The Netherlands. The first group is in the northeast corner of the Caribe. in the vicinity of the I'S and British Virgin Islands. They include St. Martin (half of which is rYench controlled), Saba and St. Eustatius. I passed over these islands on my way south. The second and most important group lies just north of the Venezuelan coast. These islands include in-clude Aruba, Bonaire, and the biggest and economically the most, important, Curacao. It was Curacao I was most interested in. The only thing I knew of the place was they had the biggest oil refinery in the world there. To my surprise, there was more to see than that! Curacao is located about 100 kms from Venezuela, and not far from Maricibo, in the oil producing region there. It's a dry island, getting only 55 cms of rain a year--and in the tropics that's not much! My first stop in Curacao was the capital of Willemstad. Willemstad has to be one of the most photogenic cities in the world-ranking with Hong Kong and Istanbul. In the old part of town, the two best known areas are called Punda and (Mrabanda. Both are on the waterfront and face each other, and form two sides of a narrow waterway leading to the large inner harbor. There one sees the architecture Holland is famous for. This part of the city is well maintained and is the hub of the tourist trade. Connecting these two parts of the city is a Kster Hurst of Mapleton shows off the giant Christmas stocking which she won at the Art City Pharmacy following a store promotion. The stocking was full of many games and Christmas items. pontoon bridge which swings open at the passing of boats. This is done 10,000 times a year as the inner harbor is the seventh busiest in the world. . Along the waterfront, there are small boats which come from Venezuela, carrying all the fresh fruit, vegetables and fish for the island. This floating market, the fort and old waterfront buildings make for colorful photos. Another interesting thing about the island is the use of desalinated sea water. There's one big plant in Willemstad (it's situated in, and is a part of, the electrical power plant) which supplies the entire island with pure, sw eet and "safe to drink" water. Because of its cost, you'll find no lawns in Curacao -only rock and cactus gardens. During the busy harvest season, it's so much easier to just clean the berries and pop them in the freezer. Waiting to make the jelly or jam also gives you time to accumulate more jars. I use baby food jars, with the tops sprayed green or red and Christina labels on the fronts. To prevent childrens' crayons from breaking, wrap a two - inch - long piece of cellophane tape around the center of the crayon. An estimated 99.9 percent of American homes have at least one television set, refrigerator, toaster and vacuum cleaner. for the highest peak, Christoffel, at only 372 meters. It isn't high or difficult to climb or hard to get to, but the four kms' walk through a cactus forest in order to reach the peak, is most interesting. in-teresting. The entire island ' has nothing but thorn bushes and cactus for vegetation and has very little green about it. None-the-less, this "cactus forest" was a first forme and I enjoyed every minute of it. While waiting for my next flight to another Caribbean island, I couldn't help but think of those first people who had come there. Such a desolate place-with no surface water. No wonder iK) one settled the place until relatively late in our modern history. But due to modern science and technology, Curacao is now livable-in fact rather comfortable-and a most' interesting pice to visit. Local man son of famous engineer Swimmers and boaters at Lake Mead on the Hoover Dam in Nevada probably give little thought to how the lake got its name, but Tom Mead, a Springville resident, knows the story well. The lake, the largest man-made one in the country, is named after his father, Elwood Mead. Mead, an engineer, was responsible for writing water laws for the state of Wyoming which later became the basis for water law in states throughout the West. His work brought him international recognition and he revised the irrigation system of Australia. He supervised 32 irrigation projects there. He served as chief of the US Bureau of Reclamation for 12 years. In this position, he built dams in nearly every western state, serving as adviser to the TVA, as irrigation consultant to several foreign governments govern-ments and on numerous government committees. He served as commissioner com-missioner of the Bureau of Reclamation under three presidents Coolidge, Hoover and Franklin Roosevelt. Mead never lived in Springville. His 89 - year -old son and wife came to the local area to. retire. Utah energy office states rules for alcohol permit Complaints have been made about the federal red tape and delay involved in-volved in obtaining a permit to operate an alcohol-f'or-fuel still. People have reported that it has taken up to six months to receive authorization. As a result, illegal stills are reportedly repor-tedly in operation all over the country. But a spokesperson for the Bureau of Alcohol, Tobacco and Firearms in San Francisco said once the bureau receives all the information it needs from the applicant, the permit is issued or denied in one week. Once a person has his federal permit, he should be able to get a state permit in less than a week, according to officials of-ficials at the Utah Liquor Control Commission. The federal filing procedures have been streamlined as much as possible without the approval of Congress. Congress will probably simplify the procedures much more before the end of 1979. So what steps must be undertaken to receive the two permits? The first step is to write to the Regional Regulatory Ad-, ministrator, Bureau of -Alcohol, Tobacco and Firearms, 525 Market Street- 34th Floor, San Francisco, Calif. 94105 for the packet of instructions for filing an application for a federal permit. The bureau does not have a prescribed application ap-plication form but will mail a sample format as a guidline. The application must be Filed with the bureau in triplicate and give a complete description of all land, buildings, and equipment (stills, vats, tanks) that will be used in the production of alcohol. A drawing may be used to describe the portion of property on which the still will be built, along with a description of how the alcohol is to be used (for heating fuel, lawnmower, or other engine fuel). Theapplicant must also describe the process he will use to produce alcohol, including feedstocks, yeasts, enzymes, en-zymes, and distillation method. . Phone number should be included on the application ap-plication so that the bureau can reach the applicant quickly should it require more information. in-formation. An estimate of the amount of alcohol the person intends to produce in any 15-day period should be included. If the person receives a permit to operate his still, he will be required to file a bond in an amount sufficient to cover the liability for federal tax on the alcohol he produces during any 15-day period. The bond form will be mailed after the application is authorized. The usual bond on a still for personal fuel production is $100. The bond will cost more if the person has plans to produce more than 1000 gallson during any 15-day period. Probably the easiest way to obtain a bond is through the bureau itself with a cashier's check for $100, but one can be obtained ob-tained through a surety company for a minimum of $20 a year. The bond does not need to be filed until after the application has received authorization. Four or five days after placing the application in the mail, call the bureau at 415-556-0226 to check on it and see if any more information is needed. This could save a great deal of time. " Federal authorization lasts for two years, and the bond will be returned after that time. If the owner of the still wishes to continue to produce alcohol, you must go through the application process again and resubmit re-submit your bond. 1 f Weight class starts today A Weight-Control-Behavior Modification class will be taught at Springville High School during the winter term of Community School. Stolen Stuff Alcohol ranks fourth in illnesses As 1980 enters, problem drinking continues to devastate the nation. Ten to eleven million Americans sit stupified in the eye of this hurricane, while 30 to 50 million citizens are affected by the debris strewn in the wake of problem drinking. The cost of this problem, in terms of economic and human resources is staggering. Experts agree that problem drinking costs the nation at least 25 billion dollars per year. The human toll is difficult dif-ficult to measure; but yearly, 30,000 highway missions to mental hospitals suffer from alcoholism; 28 percent of males in mental hospitals are chronic alcoholics; 37 percent of all suicides are chronic alcoholics, and 50 percent of delinquent drivers involved in fatal auto accidents are alcohol related. As a national health problem, alcoholism ranks fourth, with only mental illnesses, heart disease and cancer ranked higher. As a personal problem, one out of four Americans is affected by problem drinking. As an economic problem, every taxpayer is affected. deaths, 11,700 homicides and suicides and 500,000 disabling injuries are alcohol - related.
