Questar spokesman Darren Shepherd said Wednesday that the utility is dropping a demand to bill every customer. 40 cents apiece to cover $377,357 of the natural gas that wasn't paid for, which totaled more than $1 million. mil-lion. The Utah Public Service Commission rejected that part of the settlement two weeks, and Questar had five business day to file an appeal. "We decided not to pursue it any further," Shepherd told The Associated Press. The utility already had agreed to absorb $480,000 of the losses, and its latest decision brings its total liability to $857,357. The rest, $224,089, will be picked up by 582 customers who used more than $1 million worth of gas and never paid for it. Those customers will pay back $385 on average, depending on usage. "That should settle everything every-thing and take care of it," Shepherd Shep-herd said. "We're moving on." For two years, Questar Gas was under-billing some customers cus-tomers by half for natural gas, and double-billing a smaller group of consumers, because of improperly calibrated meter transponders. Many customers hit with back bills were irate, asserting Questar should pay for all of its mistake. Those customers will have to pay for only six months of un-metered gas, instead of as much as two years of under-billing. The customers were already getting the gas at bargain rates. The low rates stem from a court ruling 32 years ago, when Questar was forced to sell gas from its Wyoming fields at no more than the cost of production produc-tion to its Utah customers, who helped pay for the drilling. They get about half of their heating gas through this arrangement, which buffers them from market upswings. Outside of Alaska, Questar is the country's cheapest provider pro-vider of natural gas for home use among major utilities, according to the U.S. Energy Information Administration.
