Sewer. The installation installa-tion of an 8" sewer main line, installation of all necessary sewer service lines to the property lines of select properties located locat-ed within the District, the optional installation of sewer service lines to existing residences located locat-ed within the District and other miscellaneous work necessary to complete the work in a proper workmanlike work-manlike manner. 2. Curb, Gutter, Sidewalk and Street. The excavation for the installation instal-lation and construction of curb, gutter and sidewalk to select properties within with-in the corporate limits of Vernal City as here before described and all miscellaneous work necessary nec-essary to complete the work in a proper workmanlike work-manlike manner. ESTIMATED COST OF IMPROVEMENTS The total cost of improvements in the District as estimated by the City Engineer is as follows: A. Main line Sewer Construction and Construction of Sewer Service Lines to Property Lines. The total estimated estimat-ed cost of the mainline sewer construction and construction of sewer service lines to property lines to be paid by property prop-erty owners is $30, 250. The assessment for the sewer mainline shall be calculated by lineal front footage of the benefited property and the assessment assess-ment for sewer service lines from the mainline to the property line shall be calculated by lineal footage of the applicable service line. Each property owner may include as part of the District improvements associated with the construction of the sewer line to the existing residence and associated fees for hooking hook-ing into the sewer line. B. Curb, Gutter and Sidewalk. The total estimated esti-mated cost of the curb, gutter andor sidewalk improvements to be paid by the property owner is $18,480. The assessment shall be calculated by lineal lin-eal front footage where the improvements are placed. 1. Curb, Gutter and Sidewalk Improvements Total estimated costs $33.00 lineal front footage In addition to the construction con-struction costs, assessments assess-ments will include interest inter-est on interim warrants, legal charges allocable to the District and Bond issuance fees. It is the intent of the City not to charge Bond issuance fees to property owners w ho pay their assessment in cash prior to the issuance of the Bonds. All costs shall be paid by a special assessment to be levied against the described properties. The property owner's cost for the improvements will be financed during the construction con-struction period by the use of interim warrants. The interest on said warrants war-rants will also be assessed against the property ow ners. LEVY OF ASSESSMENTS It is the intention of the City Council to levy assessments as provided by the laws of Utah on the parcels and lots of real property to be benefited bene-fited by the proposed improvements within the District. The purpose of the assessment and levy is to pay those costs of the Improvements which have been made for the benefit of all parcels and lots of real property within with-in the geographical boundaries of the District. The method of assessment shall be by lineal front footage of the benefited property for mainline sewer construction, construc-tion, lineal footage of service line to property line for sewer line construction con-struction as set forth herein, or by lineal front footage where curb, gutter gut-ter and sidewalk improvements are constructed con-structed as set forth herein. here-in. The assessments may be paid by property owners own-ers in not more that ten (10) annual installments with interest on the unpaid balance at a rate or rates fixed by the City, or the whole or any part of the assessment may be paid without interest within fifteen (15) days after the ordinance levying levy-ing the assessment becomes effective. The assessments shall be levied according to the benefits to be derived by each property within the District. Other payment provisions and enforcement enforce-ment remedies shall be in accordance with Title 17A, Chapter 3, Part 3, Utah Code Annotated 1953, as amended. All information related to the proposed District are on file in the office of the City Recorder, who will make such information informa-tion available to all interested inter-ested persons. TIME FOR FILING PROTESTS Any person who is the ow ner of record of property prop-erty to be assessed in the District described in this Notice in Intention shall have the right to file in writing a protest against the creation of the District or to make any other objections relating thereto. Protests shall describe or otherwise identify the property owned of record by the person of persons making the protest and shall indicate indi-cate the total number of lineal front footage and lineal footage of sewer line where sewer improvements are proposed pro-posed and lineal front footage where curb, gutter gut-ter and sidewalk improvements are proposed pro-posed to be made. Protests shall be filed with the City Recorder of Vernal City, Utah, on or before 5:00 p.m. on the 13th day of February, 2004. Thereafter at 7:30 p.m. on the 1 8th day of February, 2004 the City Council will meet in public pub-lic meeting in the City Council Chambers, 447 East Main Street in Vernal, Utah to consider all protests so filed and hear all objections relating relat-ing to the proposed District. After such consideration considera-tion and determination, the City Council shall adopt a resolution either abandoning the District or creating the District either as described in this Notice of Intention or with deletions and changes made as authorized author-ized by law; but the City Council shall abandon the District and not create the same if the necessary number of written protests as provided herein here-in have been filed on or before the time specified in this Notice of Intention for the filing of protests after elimination from such filed protests: (i) protests relating to property prop-erty or relating to a type of improvement which has been deleted from the District and (ii) protests which have been withdrawn with-drawn in writing prior to the conclusion of the hearing.
