NOTICE OF INTENTION OF THE UINTAH WATER CONSERVANCY DISTRICT TO ISSUE REVENUE BONDS Notice is hereby given of the intention of the Uintah Water Conservancy District (the "District") to issue its revenue bonds in one or more series (collectively, the "Revenue Bonds") in the amount of not exceeding exceed-ing $2,500,000, for the purpose of acquiring, constructing and completing com-pleting water supply, waterworks, improvements improve-ments and facilities, including the payment of expenses preliminary and incidental thereto, the payment of financing costs and the establishment establish-ment of necessary reserves and contingencies, contingen-cies, consisting of all or a portion of the following projects: 1. Red Wash Dam Project. The Red Wash Dam Project consists of the construction of an earth-filled dam, located about two miles northeast of LaPoint, Utah. A canal from the adjoining Deep Creek drainage will supply sup-ply water for the reservoir. reser-voir. The reservoir will have a storage volume of approximately 2,200 acre-feet and will be supplied sup-plied water from the Deep Creek drainage. 2. Lower Ashley Creek Water Users Project The Lower Ashley Creek Water Users Project consists con-sists of a plan to develop water for lower Ashley Creek. 3. Ashley Creek Stabilization Project The purpose of the Ashley Creek i .Stabilization Project fs to determine an efficient rpeihod td' control con-trol flooding on Ashley Creek and to eliminate the consequent damage and expense. 4. Highline and Ashley Upper Canals Piping Project The Highline and Ashley Upper Canals Project entails piping some 27 miles of canal in the Ashley .Valley. The project consists of clean up of the existing canal right-of-way. installation of pipeline, and modifications modifica-tions to the existing Ashley Creek Diversion. The piping project would conserve water being lost due to seepage and would reduce the salt load entering enter-ing into the Colorado River. 5. Green River Bench Pumping Project. The Green River Bench Pumping Project would pump water from the Green Rivey to supplement supple-ment irrigation water in the Leota Bench area. The project would consist of the construction of a pump station and a pipeline to deliver the irrigation water. 6. Westside Combined Canal Salinity Project. The Westside Combined Salinity Project entails piping flows from several canals on the westside of Uintah County. The project pro-ject will replace the 55 miles of open canal with 14 miles of pipeline. The project consists of clean up of the existing canal right-of-way, installation of pipeline, and modifications modifica-tions to the existing diversion. The piping project would conserve water being lost due to seepage . and would reduce the salt load entering enter-ing into the Colorado River. 7. Island Ditch Pumping Project. The Island Ditch Pumping Project consists of the construction of a pump station and pipeline. The pump station and pipeline will allow the District to deliver stored water to the area above the Steinaker Service Canal. Pursuant to the provisions provi-sions of Section 17A-2- 1440, Utah Code Annotated 1953, as amended, no election is required to be held by the District prior to the issuance of the Revenue Bonds, except that if, within 30 days after the date of publication of this notice of intention (such date of publication being December 8. 1999), a petition or petitions are filed with the Secretary of the Board of Directors of the Uintah Water Conservancy District at 78 West 3325 North. Vernal, Utah, signed by not less than five percent of the qualified electors of the District (as shall be certified on the petition or petitions by the county clerk of Uintah County requesting that an election elec-tion be called in the Uintah Water Conservancy District to authorize the issuance of the Revenue Bonds, then the Board of Directors of the District is required to proceed to call and hold an election on the issuance of the Revenue Bonds. REQUEST FOR BIDS TO PROVIDE ACCOUNTING SERVICES Uintah County is requesting bids from qualified certified public accountants to provide the following agreed upon procedures which relate to the accounting records of the Uintah County Road Department. Firms must be licensed to provide public accounting services ser-vices in the State of Utah, must be experienced in governmental auditing, must meet the requirements require-ments to provide auditing services under Government Auditing Standards, and must submit sub-mit a copy of their most recent on-site peer review with their proposal. For the years ended December 31. 1996. 1997 and 1998, confirm the amounts reimbursed to Uintah County by the Uintah Special Services District for services rendered ren-dered by the Uintah County Road Department. Review the records of Uintah County to determine (1) which funds incurred the expenses for which reimbursement reim-bursement was received (IE. B Road funds or county general funds), and (2) determine whether the reimbursements reimburse-ments were restored to the same funds from which the expenses came. 3. Determine the amount of interest credited credit-ed to B Road Funds by Uintah County for the years ended December 31, 1996, 1997 and 1998. Analyze the available balances of B Road funds for each period and determine deter-mine whether the amount of interest if any, which was credited to the B Road funds account is reasonable. 4. Confirm the amounts of B Road Funds received from the Utah Department of Transportation (UDOT) for each of the years ended December 3 1 , 1996, 1997 and 1998. Compare confirmed amounts to the amounts reported in the respective audited financial statements state-ments of Uintah County. 5. Review vendor invoices charged to the Uintah County Road Department. Note any duplicate charges and verify whether credit memos, if any were correctly cor-rectly credited to the Road Department. Perform these procedures for the Years ended December 31, 19. 1997 and 1998. 6. Prepare an analysis of B Road Funds beginning begin-ning with the fund balance bal-ance reported in the 1981 audited financial statements, state-ments, summarize B Road revenues and expenditures by year through the year ended December 31, 1998. 7. Review contracts for services and materials regarding asphalt and gravel crushing between vendors and Uintah County for the years 19 through 1999. Determine whether the contracts were entered into in accordance with County purchasing ordinances. 8. Review the internal controls and procedures for financial transactions in the Uintah County Road Department as followed fol-lowed by the Road Department and Clerk Auditor's office 9. Review the procedures proce-dures for cost accounting by project in the Uintah County Road Department. Make recommendations rec-ommendations regarding the adequacy of such procedures. pro-cedures. Firms should provide a fixed bid amount for the above procedures. In addition firms should provide an hourly rate at which they will provide any other procedures requested by the County Commission.
