October 6. 1999 13 BLM publishes new mineral leasing regulation As part of the Adminstration's ongoing effort to "reinvent government," govern-ment," the Bureau of Land Management last week published a new rule that will simplify the BLM's solid mineral regulations and make them easier to understand. under-stand. The rule, which takes effect on Oct. 31, reduces the agency's existing exist-ing solid mineral leasing regulations regula-tions by one-third while making several substantive revisions. Among other things, the rule increases in-creases the per-state acreage limit for potassium leases on BLM-man-aged lands from 51,200 acres to 96,000 acres. The quarterly publication, introduced in April of last year, features fea-tures updates on current and projected pro-jected economic and financial developments for the state of Utah, the Intermountain region, and the nation. "Utah's economic growth has moderated during the past 18 months, but remains solid," said Jeff Thredgold, economic consultant consul-tant to Zions Bank and author of Insight. "More signs of renewed global economic vitality suggest rising demand for Utah products incoming years. Given our expectation expecta-tion of continued solid U.S. economic eco-nomic performance, the Utah economy econ-omy should continue to perform well in coming years." "This rule advances the Administration's effort to reinvent government so that it works more effectively and efficiently for America's taxpayers," said BLM Deputy Director Tom Fry. "These new regulations, which are written in plain language, will enable our agency to provide better customer service." ' Besides raising the acreage limit on potassium leases, the new rule revises the existing regulations in other ways. Specifically, the rule: growing at subdued pace The Utah economy has grown at a more subdued pace during 1998 and 1999, a departure from the powerful growth rate recorded during dur-ing the majority of the 1990s. Less robust economic performance is now evidenced by the slowest pace Utah job creation in 12 years. Ongoing developments around the globe - and especially in Asia -suggest improving global economic vitality during the next few years. A stronger global economy is a key ingredient in supporting both the prices of and demand for Utah exports. The Utah economy is expected to add 27.000 net new jobs during calendar year 1999, a 2.6 percent rise. This increase compares to average job gains of 42.500 jobs annually during the 1993-1998 period. The current cur-rent definition uses the phrase "valuable mine" to describe a valuable valu-able deposit. The new rule changes "valuable mine" to "profitable mine," but this term will not affect how the BLM evaluates valuable deposits. The new definition merely gives a more descriptive account of how the Bureau already evaluates a deposit.
