The voting at the Election shall be by ballot in the form set forth above, which ballots will be furnished by the County Clerk of Uintah County to the election officials offi-cials who, in turn, will furnish them to the qualified voters. In addition, voters may vote by absentee ballot at this Election under circumstances and procedures which comply with the requirements pertaining to the general election to be held at the same time as the Election. For purposes of this Election, the City Council shall insure that the polling places for the Election are the same as the polling places for the regular general election held on said date. The polls will be open from 7:00 a.m. to 8:00 p.m. There will be no special registration of voters for the Election, and the official register last made or revised shall constitute the register for such election except that the County Clerk of Uintah County will register as provided by law at hisher office during regular office hours, except Saturday, Sunday and holidays, and except ex-cept during the 19-day period immediately preceding the Election, any person who is or will be eighteen years of age or older and who otherwise will be a qualified elector on the day of Election. The County Clerk will make available at the polling places, a registration list or copy thereof listing all registered electors entitled to use such voting places. Absentee ballots may be obtained by any person otherwise eligible to vote at the Election but who (a) is physically, emotionally, or mentally impaired; (b) will be serving on the day of the election as an election judge in another- voting precinct; (c) is detained or incarcerated in a jail or prison; (d) suffers a legal disability; (e) is prevented from voting in a particular location because of religious tenets or personal person-al values; (0 if called for jury duty in state or federal court; or (g) expects to be temporarily absent from the voting precinct on the day of the Election, by making application in the manner and time provided by law, either by mail or fax or in person per-son at the office of the County Clerk in the Uintah County Courthouse at 147 East Main in Vernal, Utah. This is a federally funded program designed to help eligible low income families pay a portion of their winter home heating bill. The HEAT Program 28, 1998 will begin Monday, Nov. 2nd for the Elderly and Disabled. The general public will be helped starting Monday, Nov. 16th. HEAT offers a one time payment for the heating season that runs from November to March. The amount paid depends on the type of fuel used, household size and income. PUBLIC NOTICE DATE: 13 October 1998 TO: Ouray Park Water Customers FROM: Ouray Park Water Board Members RE: Monitoring Violation Viola-tion The National Primary Drinking Water Regulations Regula-tions require that we inform in-form you that the Ouray Park Water Improvement District Water System management has failed to collect one of the routine samples required to be taken during the month of July. Routine testing is used to ensure that the public is provided with safe drinking water. Water quality may change without with-out any visible indication due to unanticipated environmental en-vironmental factors. For this reason, we are required re-quired to sample on a monthly basis. The reason rea-son that this oversight occurred oc-curred is the water sample sam-ple was too long in transit, tran-sit, making the sample invalid in-valid and we were unable to submit another sample before the end of the month. We have reviewed why this error has occurred and have changed our procedures to ensure that this will not happen again. NOTICE TO CONTRACTORS NEW CONSTRUCTION Sealed proposals will be received by the Uintah School District at 635 West 200 South, up to 3:00 p.m., November 16, 1998 for the addition of 2 offices, a restroom and a cooler in our District warehouse. Sealed bid will be publicly pub-licly opened and read at the Uintah School District Office located at 635 West 200 South, Vernal, Utah at 3:00 p.m. on November 16, 1998. We do not accept faxed bids. Uintah School District reserves the right to accept ac-cept or reject any and all bids and to waive any informality in-formality or technicality in any bid in the interest of the District. It is their right to select contractors as they desire, irrespective irrespec-tive of price, and their decision will be final. A certified or cashier's check or bid bond of not less than five percent (5) of the amount of the bid, drawn payable to the order of the Uintah School District, shall accompany ac-company the bid. After the bid opening, the Contractor Con-tractor may not, without the specific written consent con-sent of the Uintah School District, alter the subcontractors subcon-tractors identified on the bid list. The successful bidder, to be known as the Contractor, Con-tractor, shall have the responsibility re-sponsibility for proper execution ex-ecution of all work contracted con-tracted by him.
