Show Vernal Express Wednesday, August 30, 1995 5 Uintah County implements drug testing program 7 j The Uintah County Commission has changed its Personnel and Policies Procedures which will bring the county into compliance with the federal Drug Free Workplace Act. The changes allow county department depart-ment heads, in some case mandates, drug testing and random drug testing. test-ing. The changes will primarily affect safely-sensitive positions and is primarily pri-marily focused on full-time benefited benefit-ed employees, said Gerald Golins, county personnel director. "State law clearly prohibits the county from conducting random drug testing except in safety-sensitive positions," Golins said. The new policy states that the Obituaries t ''of m S7 Zora Elnora Allen Gurr Gurr passes away in Sandy Zora Elnora Allen Gurr, 83 or Vernal, died Aug. 13, 1995 in Sandy. She was born Jan. 21, 1912 in Ccdarvicw, a daughter of Warren Leslie Allen Jr. and Elnora Green Allen. She married Lawrence Gurr on July 3, 1929 in Vernal. Their marriage was later solemnized in the Salt Lake LDS Temple. He died Feb. 16, 1991. Zora was a homemaker and worked as an office clerk for the U.S.' Forest Service for 13 years. She was also manager of the Trail Cafe for 15 years. She was a substitute substi-tute teacher for the Uintah School District for many years and was very active in the LDS church, serving serv-ing as primary president, relief society soci-ety president and first counselor in the young women's M.I.A. She was also the gospel doctrine teacher. Zora was preceded in death by her husband; her son, Acel Lawrence Gurr; daughter, Arlene Gurr and grandson, Charley Gurr. She is survived by her sons and daughters; Parley and Sharlene Gurr, Salt Lake City; Sheldon and Linda Gurr, Past Falls, Idaho; Larry (Bear) Gurr, Vernal; Mrs. Peter (lone) Koukoulias, Salt Lake City; Mrs. Joe (Carolyn) Wiseman Madden, Vemal; Mrs. Roger (Kathleen) Underwood, Bothell, Wash., 25 grandchildren, 17 greatgrandchildren. great-grandchildren. Brothers and sisters: Bill Allen, Lela Bae, Del Allen, Vcrda Batchlcr; half-brothers and sisters: Don, Edna, Orson, Wynona, Gail, Keith, Jay and Neil. Funeral services were held August 26, 1995 at Thomson's Vernal Mortuary with Stan Anderson conducting con-ducting and Mike Schaefermeyer presiding. The family prayer was offered by Bill Allen with prelude and postlude music provided by Diane Coltharp. The invocation was given by Kim Brooks with the benediction benedic-tion by Robbie McBride. The remarksobituary re-marksobituary were given by Stan Anderson . Kathy Underwood was a speaker. Musical selections were: "I Walk Today Where Jesus Walked" and "Each Life That Touches Ours For Good" sung by Matt Foley, accompanied accom-panied by Mary Schaefermeyer. A musical medley was sung by Tim Tanner. Dedication was given by Roger Underwood. Pallbearers were Bill Gurr, George Koukoulias, Larry C. Wiseman, Fred Hokama, David Gurr, DJ. Wiseman and Kelly Warren. Honorary pallbearers were sons, sons-in-law, grandsons and great-grandsons. Interment was in the Vernal Memorial Park under the direction of Thomson's Vernal Mortuary. Compassionate services by the Glincs 3rd Ward Relief Society. county may require the collection and testing of samples for pre-employment hiring, post accident investigations, in-vestigations, reasonable suspicion situations, random testing in safety sensitive positions and rehabilitation rehabilita-tion program. Random testing, with the exception excep-tion of testing for rehabilitation from drug abuse, will be restricted to only those employees in safety sensitive positions, which includes position that involves duties which directly affect the safety of county employees, other government employees em-ployees or the general public. These positions include law enforcement officers, jail personnel, truck and heavy equipment operators, passenger passen-ger van drivers and care center personnel. Golins said the implementation of the changes will be left to the department de-partment heads. Some departments are requiring the tests, while others are using them only when drug abuse is suspected. Upon receipt of a verified or confirmed con-firmed positive drug or alcohol test result which indicates a violation of the policy or upon the refusal of any employee or prospective employee to provide a sample, the county may use that test result to refusal as the basis for disciplinary or rehabilitative rehabilita-tive actions, which may include the suspension, termination, refusal to hire, enrollment in a rehabilitation program at their own expense or other disciplinary measures.
