" PUBLIC NOTICE Notice of Utah Air Conservation Committee, Davis-Salt Lake-Utah County joint comment period and public hearings. hear-ings. On June 22, 1990. the Air Conservation Committee Com-mittee adopted a proposed pro-posed change to the State Implementation Plan (SIP) and the Utah Air Conservation Regulations (UACR) to go to hearing, which would require reductions re-ductions of air emissions of fine particulate matter (PMjo). sulfur dioxide (SO2), and nitrogen oxides ox-ides (NOx) from area, vehicles, ve-hicles, and industrial sources located in Davis, Salt Lake and Utah Counties. The emission reduction strategies proposed pro-posed would allow the attaining at-taining of the PMjq standard stan-dard (24 hour and annual) by December 31, 1993. With the reductions expected ex-pected from these control strategies in addition to projected new motor vehicle ve-hicle control program NOx emission reductions, reduc-tions, the PMo standard will be maintained for over a 10 year period; this maintenance accounts ac-counts also for the expected ex-pected growth in population popula-tion and vehicles in the three counties. The comment period for supporting or challenging chal-lenging the proposed change in the SIP and UACR started on July 16, 1990, as published in the State Archivist bulletinsystem. Also, the proposed SIP and Regulation change does not contain all the details for the industrial point source limitations in the Davis and Salt Lake PMiq Group I areas. ar-eas. The BAQ is currently current-ly working with the oil refineries to develop specific spe-cific emission limitations for their many individual point sources and has just recently received the final fi-nal report of the Ken-necott Ken-necott tracer study. This study will assist the bureau bu-reau staff in understanding understand-ing and defining the impact im-pact the Kennecott operation opera-tion has in the non-attainment areas. The bureau anticipates that all the details de-tails on the Davis and Salt Lake County areas may not be available by the August 15-16, 1990 hearings. If this is the case, additional Committee Commit-tee action and another set of hearings would have to follow the August hearings hear-ings as soon as possible. Below is a brief summary sum-mary of the proposed SIP and UACR change with the complete textchange available from the Executive Execu-tive Secretary in Salt Lake City, the county health departments, and the county libraries in Davis, Salt Lake and Utah Counties: I Changes to Rule 446-1 446-1 (Utah Air Conservation Regulations (UACR) list-- list-- ed in order found in proposed pro-posed regulation change: 1. Definition changes and definition deletions made: A. Breakdown changed from 3 hours to 1 hour. B. Added Residential Solid Fuel Burning Devices De-vices (fireplace not included in-cluded in definition). C. Added PM10 of 15 TPY as significant D. Added TMiq Croup I area as being non-attainment area. E. Added sole source of heat for entire residence. F. Added residence as dwelling place and ancillary ancil-lary buildings. 2. Starting September 1, 1991, residents requested re-quested to voluntarily stop burning these devices de-vices and fireplaces when ambient concentrations reach 80 ugm', except for those which are sole source of heat for residence resi-dence or those having emissions (visible smoke) with an opacity of no greater then 5 as determined deter-mined by EPA test method 9. SO2. and NOx emissions in Davis, Salt Lake, and Utah Counties. The SO2 and NOx are considered precursors of sulfates and nitrates that are measured at the moni- . toring sites. The monitored moni-tored and computer modeled mod-eled ambient concentrations concentra-tions of PMjfj which must be reduced to meet the PMjQ twenty-four hour standard of 150 ugm are: for Utah County, down from 263 ' u m3 (desj value) measured at me West Drpm mnnitoring site and for Davis and Salt Lake Counties, down from 175 ugm (design value) as measured at the Air Monitoring Mon-itoring Station in Salt Lake City. 2. The following are the proposed control strategies for area type sources and industrial sources of air pollution in Utah, Salt Lake, and Davis Counties: A. Industrial sources in Utah, Salt Lake, and Davis Counties that are considered impacting the PMjo Group I areas were required to apply reasonable reason-able available control measures and their PM10, S02. and' NOx emissions were capped at a level corresponding to their 1988 production level plus approximately a 10 increase. Some allowance al-lowance was made if 1988 was not a normal production year. The SIP change lists the 1988 acr tual emissions and those that will be allowed after the SIP is adopted for the sources affected. The Post SIP emission amounts will allow the PMjo standards to be met The limitations of specific sources at the different industries are contained in the SIP Section Sec-tion 9, Part A, Subsection 1.2 and 2.2 "Emission Limitations and Operating Operat-ing Practices - Dated 22 June 1990". B. Kennecott tall stack docs impact the air monitoring moni-toring sites in Utah and Salt Lake Counties. The final tracer study results were just received by the BAQ and have not yet been analyzed to determine deter-mine if Kennecott 's limitations limi-tations listed in Section 2.2 of Section 9 needs to be adjusted. C. Utah County agencies agen-cies are planning to implement im-plement controls in coal burning, open burning and implement stove inspectionoperation in-spectionoperation training train-ing and a residence weathcrization program. D. With the no-bum restrictions re-strictions for Residential Solid Fuel Burning Devices De-vices and fireplaces an aggressive program of enforcement wtll be followed fol-lowed by the burtf u and county hcal'h departments depart-ments using penalties, as necessary. E.
