Show Sat/Sun/Mon/Tue, October 1 - 4, 2005 The Park Record A-6 COUNTY WATCH SP C.G. F U R N I T U R E a W I T H Hunting season begins this weekend Beginning this weekend, many hunters will be in the field forthe 2005 General Elk Hunt and then the General Deer Hunt. The Forest Service would like to remind hunters who use off-highway vehicles such as four-wheelers, dirt bikes etc., to "tread light- R K S S O U L The Forest Service recommends' traveling only where motorized vehicles are permitted, staying on designated/ routes, avoiding streams, lakeshores, meadows, muddy roads, trails and steep hillsides in the upcoming hunting season. Additionally, though fire restrictions have been lifted in the south and west parts of the stale, fire officials are asking that hunters be extremely careful with the use of fire during the hunt. Grass, brush and limber may be dry despite cooler temperatures and officials say there is a potential for wildfires. Carelessness with cigarettes or leaving campfircs unattended increase the risk of fire, the Forest Service therefore asks hunters to be sure lhat all campfircs be completely extinguished and cold to the touch before leaving hunting camps. The costs for suppressing a wildfire can be passed onto those responsible for starting them. Summit County awarded $100,000 from Quality Growth At Wednesday's Summit County Commission meeting, Commissioner Bob Richer announced $100,000 was awarded to Summit County from Utah's Quality Growth Commission. The commission was created along with the Quality Growth Act of 1999 (House Bill 119). In the face of a rapid growth of population, the act and the commission work to support critical land conservation, home ownership, housing availability, efficient development of infrastructure and efficient use of land. Quality Growth Vice Chair Shauna Kerr. a former Summit County Commissioner, said the $100,000 will make a sizable contribution to the County's efforts to grow responsibly. Plans outnumber plan checkers Wednesday, Summit County Building Official Eric Averetl said that the county is in need of more engineers to look at building plans in the county. Averett shared some statistics with the commission: year-to-date, Summit County has issued 807 permits total; last year, during the same lime period, the county had only received 581. "Obviously, I'm going to need more help," Averctt said, but he appeared hesitant to hire another full-time staff member. "An auditor told us that it was better to hire a contractor, since we don't know when this [housing] bubble will burst - it might even happen next spring," he warned. The cost for hiring an outside contractor to inspect plans is roughly $40 an hour, Averctt reported. The commissioners agreed to look into the matter further and explore other possible solutions. Fire experts tackle wildfire protection and suppression efforts . Summit County Public Works Administrator Kevin Callahan accompanied by firefighters and representatives from the fire department squeezed into the Commission's work session Wednesday to address the Wildland Fire Program. "We need to step up our efforts to reduce fire hazards," Callahan said, adding that an effective program meant more than just an increase in budget. Dale Jabionski, area manager for the Division of Forestry. Fire and Stale Lands said he was especially concerned about the property that surrounds Jeremy Ranch lhat includes Glenwild and Redhawk. Jabionski, along with Summit County Fire Warden Bryce Boyer and Dave Dairymplc, the division's fire management coordinator emphasized the need for more physical and practical training, and a more thorough education program for the community and firemen. Pan of the issue, they explained, was that only two of the six stations in the County had made an effort to draft a wildfire program of their own. The group also asked the commission to join them in support of new legislation to change the laws regarding the densely developed unincorporated areas like Jeremy Ranch, lhat need to be protected more like a city or a town. Solid waste management In light of the upcoming expiration of a contract with Allied Waste Industries, Inc.. on New Year's Eve 2006. The Summit County Commission agreed Wednesday to review and re-evaluate its solid waste management and recycling practices. The last time Summit County typedup an official master plan to include recycling in solid waste management was 1993. Since then. County Commissioner Sally Elliott observes the county has made leaps and bounds in the right direction. Ten years ago, she notes, she needed to go to the back lot of a gas station to sort her recyclables. Park City Public Works Director Jerry CSibbs, noted that the solid waste master plan needs to be more specific than just giving people an extra bin and a note of explanation. As local landfills swell, the $6 per month pick-up fee that nearly 13,000 county residents currently pay for solid waste disposal may change, noted Callahan who was also present. Commissioners agreed that they were not "garbologists" a term coined by Elliott during discussions, and asked Callahan to form a think lank of waste-savvy individuals to give them direction.
