Show Commission okays engineering firm for fairgrounds By SCOTT SUMMERILL FARMINGTON - Davis County commissioners accepted a contractual contrac-tual agreement with Forsgreen and Associates for engineering and design work to be done at no charge on buildings for the Davis County Fairgrounds. Davis County Assistant Attorney Jerry Hess drew up the agreement to outline the scope of duties the firm has offered to donate to the project in order to protect both the county and the firm from liability entanglements. "We'll be under a contract as for the work," said Hess. "But, there will be no dollar outlay by the county coun-ty for the work. ' The liability of the firm will only be to the extent of the amount they are paid, which is zero. However, said Hess, "that doesn't include acts of negligence. That could still be pursued by individuals in-dividuals if something happened." The county agreed to pick up liability insurance for the project with an estimated cost of between $6,000 and $7,000. Hess emphasized the need to get things officially underway to ensure there is no duplication of effort and resources on the project Most of the material and labor is being donated do-nated by companies and in dividuals, and without an official declaration, several aspects of the project could be inadvertently duplicated. "I think it's only fair that we not dilly-dally around and have several sets of plans come in," said Hess, indicating that some of the drawings draw-ings had already been completed on the metal buildings. "Even then, I don't think we'll be able to get everything done in time." There is less than 90 days before the fair begins, and Forsgreen and Associates representatives confirmed confirm-ed that work on even the simplest of buildings would not be finished in time for the 1990 fair. "With the time it takes to get the building fabricated, and 6 to 8 weeks to put it up, you're looking at the end of the year to get it erected," officials said. Though much of the planning has been complete, there still could be considerable delay in trying to clear the plans with Farmington City building codes. "We haven't gotten any input from Farmington City," said Fairgrounds Manager Eton Sides. "The concern we have is whether (Farmington City) will make us put up a rock facing on the buildings or make changes to the foundation." "We all live here," said a Forsgreen For-sgreen representative. "Wc want to see this thing done too." |
