BY RICHARD ROMNEY Entertainment Editor Movie ratings are just "a creature created by producers to enforce self-regulation," according to Canadian motion picture producer pro-ducer David Roth, who is establishing estab-lishing a film company in California. Cali-fornia. "What is a G?" he said, "What is an X? A good picutre is a good picture. Midnight Cowboy was a good picture, and it was rated X." Roth's latest picture, "Beautiful "Beauti-ful People," had its world opening at the Studio Theater Wednesday night. It deals' with sensitivity training, and it has received an "R" rating, but he says there is no "overt sex" in it. He says it might have received the rating because of the dialogue, charging that ratings rat-ings are arbitrarily decided by a 10-member board. Poor Films People's Fault He further stated that if poor films are produced, it is the people's fault, not the film makers. "The country is blaming the film makers, but I blame the country," he said. "If people want smut they'll get it, or manufacture it in their minds." He said that people's backgrounds determine what is obscene, not images flashed on the screen. He also commented that there is nothing bad about nudity, per se. "When you take off your clothes, you have something else on-your body. There is nothing bad about a naked body."
