University ffic engineer, the University Admini-ition Admini-ition is in the process of setting up a gle parking services department with a gle administrative head. The new administrator will have control a parking lot operation including itetiiig. parking lot maintenance, the sale permits and the collection of fines, der the present system, these tilings are ..idled by different departments with ferent administrators in charge of each. PLA's Not Police Probably die most noticable change is it parking lot attendants, or PLA's. who ite parking tickets, will no longer be irking for the University Police. Elroy Jones, director of University lice, called tlie move "an important ove forward made necessary by the new rking concept." "The new concept requires a full time in", he said. Mr. Jones also thinks tlie change will Ip police relations with the student mmunity. "Police now take a lot of heat over rking," he said, "and this hurts police lations on more important matters." Outlines Reasons (Emmett Quinn outlined two reasons for jitting parking services under one depart-fent. depart-fent. First, he said, that the University is rying to make the parking service self 'pporting". "We can't do that if we have a half )zen departments running it," he said. Mr. Quinn predicted that with the Iministrative change tlie parking system I ELROY JONES ..."an important move." would be entirely supported by sales of permits, fines and meter fees, by next year. The second reason, according to Mr. Quinn, is that tlie new policy would add uniformity to the total operation. Mr. Quinn said that as traffic engineer he lays out plans for the system but has no control over operation and maintenance. Need Administrator "What we need now is an administrator, not an engineer," he said. "I think I should spend more time working on traffic problems prob-lems such as problem intersections and the need for lights." Mr. Quinn also said that a legal problem as to whether the PLA's can write tickets without being sworn officers, has to be ironed out before tlie changeover. An opinion has been requested from the Attorney General's office. "We would like the parking service to work apart from law enforcement. We don't want to act as a police force," he said. "Police have to enforce the law and do not have the choices that someone who is not a sworn officer has." |
