Show Committee recommends retention of ROTC The University and Department of Defense should establish a contractual con-tractual arrangement providing that students serve in a ten-week summer camp between his third and fourth years of college, and that he will enter military service for a period of two years as an officer upon graduation, and that he will receive a monthly stipend throughout the last two years of college in compensation for this commitment, the report concluded. An ad hoc committee to study ; rotc, chaired by Milton Voigt, dean of the College of Letters and Science and professor of English, submitted its final report to the Faculty Council Monday recommending recom-mending many changes in military, mili-tary, and naval sciences and aerospace studies. The committee recommended that ROTC should be retained on campus with academic credit but that limitations should be placed on these courses. The committee recommended that whenever possible, courses required by ROTC should be taught by civilian personnel within with-in other departments.. Among these classes would be political courses, courses in national policy, pol-icy, military history, and all other courses which can be taught in other departments. ROTC should not be allowed to give academic credit for classes or activities concerned with non-academic non-academic military orientation, such as, indoctrination, drill, drill teams, women's auxiliary service activities, training in mfltary skills and summer camp according accord-ing to the report. It also would not be allowed to grant a degree in any military department. Each cadet cr midshipman would be informed, in writing, the report stated, 1) that his participation par-ticipation in ROTC does not place any legal, academic or political restrictions on him, 2) what channels chan-nels and appeal or redress are open to all students through the administration, and 3) what activities ac-tivities are frowned upon or forbidden for-bidden to him as a military representative rep-resentative while in uniform with possible penaltes for infractions. Participants should be informed of their commitment to the military mili-tary and not be forced to any contractual agreement containing provisions that could prevent him from completing his bachelor's degree in the normal period, should he discontinue ROTC or be drafted or called to active duty upon termination of his ROTC enrollment, the committee added. The University Faculty-Student Relations Committee shall serve as an appellate board especially in cases of disciplinary dismissal, according to the report. The three ROTC departments shall be maintained within the Colloge of Letters and Science and be directly responsible to the dean of the college, if the report is accepted. The committee said that appointment ap-pointment of ROTC faculty shall be carried out in the regular departmental de-partmental manner, giving due weight to military experience in teaching of specialized military subjects. However, the minimal standard for faculty should be eligibility for admission to graduate grad-uate school regardless of military status. |
