The Civil Aeronautics Board (CAB) set forth a ruling to a five member board in which half-fare standby tickets for persons under 21 years would be done away with. Montana representative Arnold Olsen in Washington D.C., charged that elimination of airline youth fares would "encourage thousands of young people to resume the illegal and dangerous practice of hitch-hiking or to attempt long, exhausting automobile trips, frequently in unsafe vehicles." Mr. Olsen further insisted that "travel alone is a form of education, and young Americans have been enabled by the youth fare to see much more of their country." The Montana lawman concluded that in a world that generally discriminates against young people, the youth fare was a bright spot.
