Senator Watkins made the fol-C lowing statement in announcing his candidacy: The great and paramount issues is-sues of our times are peace and war, and our security as a nation. na-tion. I have voted for every move which I felt would help establish peace in the world and bring about our own national security. Important measures that have received my support are the Greek-Turkey loan, Marshall Mar-shall plan, Mutual Security program, pro-gram, Japanese Peace Treaty, German Peace Contract, and aid for Europe and Asia. All of the nations which are willing to join with the free world in defense against the aggression ag-gression of Communism should receive our support. I firmly beMeve that most of our present troubles have grown out of a failure to observe the Constitution. Constitu-tion. Executive agreements entered into at Cairo, Teheran, Yalta and Potsdam which were in effect ef-fect treaties were made by our Presidents without being sub- j jected to the test of debate in the Senate and without its ap- 1 proval. Largely as a result of these agreements, Russia is now a powerful threat to the free nations na-tions of the world. I opposed the North Atlantic Pact because it seemed to take away from the people of the United States the right to decide de-cide thru their representatives j in Congress the question of making mak-ing war and the dispatch of our armed forces to all quarters of the world. I offered a reservation reserva-tion which would have protected protect-ed the rights of the people thru their representatives in Congress to make this important decision. When the reservation was rejected, re-jected, I voted against the pact. Continued on Page Four) 1 Arthur V. Watkins Here's More Aboui WATKINS Continued from Page One I have had the satisfaction of seeing the Senate on three occasions occa-sions take positions and adopt resolutions which confirmed and approved my original reservation reserva-tion to the North Atlantic Pact. Many of my colleagues have expressed ex-pressed regret that my reservation reserva-tion was not accepted. I opposed the Italian Treaty because it deprived that country of the power of defense. Four years later, my stand was approved ap-proved by an overwhelming vote by the Senate in the resolution which I offered urging the President to repudiate that treaty. In the matter of the Korean war, I questioned the President's power to put us into that war without the approval of Congress. Con-gress. I was denounced at the time, but today my stand has been generally recognized as ; being correct. The Senate adopted a reserva- ' tion to the Japanese Peace Treaty which I sponsored, which repudiated the infamous Yalta agreement, insofar as the Pacific Pa-cific is concerned. ' With all the ability I have and with humble faith in the Divinely-inspired Constitution, I have sought to defend and preserve pre-serve it whenever I thought it was under attack or was being violated. That shall continue to be my ; policy. |
