Legal Notices Probate and Guardianship Notices Consult County Clerk or the Respective Signers for Further Information NOTICE OF INTENTION Springville City Improvement District Number 13 Curb and Gutter and Sidewalk NOTICE IS HEREBY GIVEN GIV-EN by the City Council of Springville, Utah, of its intention inten-tion to create Improvement District Number 13 for the purpose pur-pose of constructing' at certain locations on those streets hereinafter here-inafter designated sidewalk and curb and gutter and defraying the cost and exepenses thereof by ievying and collecting special spec-ial taxes on the lots and parcels par-cels of land affected and benefited bene-fited by such improvements and abutting on the sides of said streets to be improved between be-tween the points indicated. curb and gutter and necessary appurtenances is $3.25 per front foot; and for irrigation type concrete combined curb and gutter and necessary appurtenances appurten-ances is $3.75 per front foot. The abutters' estimated cost per front foot does no include the cost of private driveways, the cost of which will vary according ac-cording to the width and amount of parking area to be covered. The estimated cost of the average private driveway is $75.00. The cost for driveways will be assessed against the properties benefited in addition to the assessment for sidewalk and curb and gutter and appurtenances appur-tenances thereto. LEVY OF SPECIAL TAXES. To defray the abutters' portion of the cost and expense of such improvements, special taxes shall be levied upon the lots and parcels of land to be affected af-fected or benefited by such improvements, im-provements, the same to be assessed as-sessed according to the front footage upon and against all lots and parcels of land affected affec-ted or benefited by the improvements im-provements and abutting on the sides to be improved of the streets above described, for the distances and between the points indicated, and running back from the street line the entire depth of each such lot and parcel of land or 165 feet, whichever distance is the lesser, les-ser, with credit for corner lot exemptions or partial exemptions exemp-tions as provided by the state statute and city ordinances. The special taxes levied to defray de-fray the abutters' portion of the cost and expense of such improvements shall be paid in 10 equal annual installments with interest at the rate of 6 per annum on the unpaid balance; or the whole amount nf the tax may be paid without interest within 15 days after notification by the City Treasurer Treas-urer of the amount due. PROTESTS AND OBJECTIONS. OBJEC-TIONS. All protests and objections objec-tions to such improvements or to the carrying out of such intention in-tention must be in writing, signed sign-ed by the legal owners of the property to be affected or benefited ben-efited describing such property together with the number of front feet, and must be filed with the City Recorder at the Springville Civic Center, 50 South Main Street, Springville, Utah, on or before June 7, 1968, at 5:00 o'clock p.m. The City Council will meet on June 10, 1968, at 5:00 o'clock p.m. in the council chambers at the , Springville Civic Center, 50 South Main Street, Springville, Utah, to consider the proposed levy and hear and consider such protests and objections to such improvements as shall have . been made. Such proposed improvements im-provements shall not be ordered . made in any assessable area, J as such assessable area is here-t here-t inbove defined, if written objections ob-jections to the making of such . improvements and the levy of such tax, signed by the owners L of two-thirds of the frontage of the property within such assessable area, are timelv and preceding such election the proposition in the form of ballot bal-lot set out in Section 4 hereof. SECTION 2. The voting place for said election and the officials offic-ials which are hereby appointed appoint-ed to serve at such voting place shall be those specified in the form of notice of election set out in Section 3 hereof. Said officials are qualified electors of said City. SECTION 3. It is hereby provided pro-vided that the notice of the election shall be given by publishing pub-lishing once a week during three consecutive weeks in the Springville Herald, a newspaper published in said City and having hav-ing general circulation in said City, the first publication to be not less than twenty-one (21) nor more than thirty-five (35) days before the election. Said notice shall be in substantially the following form: ELECTION NOTICE TO ALL QUALIFIED ELECTORS ELEC-TORS OF THE CITY OF SPRINGVILLE, UTAH. Take notice on the 11th day of June, 1968, an election will be held in the City of Springville, Spring-ville, Utah, at the place set out below for the purpose of submitting to such qualified electors of said City as shall have paid a property tax therein there-in during the twelve months preceding said election the following proposition: Shall the City Council of the City of Springville, Utah,, be authorized to issue is-sue the general obligation sewer bonds of said City in the amount of not to exceed ex-ceed $200,000 for the purpose pur-pose of defraying part of the cost of constructing improvements to and making ma-king extensions and improvements im-provements to the sewer system for said City, said bonds to bear interest at a rate not to exceed six percent per-cent (6) per annum and to be due and payable in not to exceed fifteen (15) years from date of said bonds ? Said election will be held at the following polling place, and the persons indicated as follows will act as election officials: Voting districts 1, 2, 3, 4, 5, 6, 7, 8, 9; polling place at the Springville City Hall, election officials, Elner Hall, and Lor-na Lor-na Condie, Birdie Thorpe, Wen-della Wen-della Weight (alternate). Section 6. The County Assessor As-sessor and County Treasurer or such persons as they may designate, des-ignate, are hereby directed to check the registration lists of the registered voters of Springville Spring-ville City against the tax rolls of Utah County and indicate on the registration lists by appropriate appro-priate mark (a) the names of the electors shown thereon who appear to have paid, during the twelve months preceding the date of the bond election, a personal property tax on per-. per-. sonal property located in Springville City; and (b) by ' another appropriate mark, the i names of the electors shown thereon who appear to have I paid, during the twelve months preceding the date of the bond election, a real property tax : on real property located in ' Springville City. Those contiguous lots and parcels of land abutting abut-ting upon the side of and lying between the points indicated on the streets hereinabove designated desig-nated to be improved, to the entire depth of such lot or parcel par-cel or 165 feet, whichever is the lesser, shall constitute an assessable area within the district: dis-trict: and all of said assessable areas together shall constitute Improvement Disrict Number 13. IMPROVE MENTS PROPOSED. PRO-POSED. The improvements proposed pro-posed consist of plain 4 foot concrete sidewalk, either standard stan-dard or irrigation type (as required) re-quired) concrete combined curb and gutter, and combination sidewalk and gutter, together with all necessary culverts, drains, catch basins, boxes, irrigation ir-rigation turnouts, private driveways drive-ways and other appurtenances; and such improvements shall include all other necessary things required to complete the whole project in proper and workman like manner in accordance accor-dance with plans, profiles and specifications on file in the of-1 of-1 fice of the City Engineer. ESTIMATED COST OF EVI- PROVEMENTS. The estimated ' total cost of such improvements i as determined by the City En-, En-, srineer is $66,000. RESOLUTION NO. 3-68 A RESOLUTION PROVTD-ING PROVTD-ING FOR AND ORDERING A SPECIAL ELECTION FOR THE PURPOSE OF SUBMITTING SUBMIT-TING TO THE QUALIFIED ELECTORS OF THE CITY OF SPRINGVILLE, UTAH CO., UTAH, THE QUESTION OF THE ISSUANCE OF TWO HUNDRED THOUSAND ($200,000) GENERAL OBLIGATION OBLI-GATION SEWER BONDS OF SAID CITY. WHEREAS, the City of Springville desires to construct improvements to its sewer system sys-tem and extend and improve its sewer system; and WHEREAS, said City does not have on hand money to pay for such improvements, and the City Council has determined to defray the cost thereof through the issuance of $200,000 General Gener-al Obligation Sewer Bonds of said City; and WHEREAS, it is desired to submit the proposition concerning concern-ing the issuance of such bonds to the vote of the qualified, taxpaying electors of the City, pursuant to the provisions of the Utah Municipal Bond Act.
