The purchaser will be required to pay for the dead volume as presented, but removal of the dead material is at the purchaser's option. If a dead tree is cut and it meets utilization standards, stan-dards, removal is required. Additional deposit required for slash disposal is $4.25 per M board feet. Additional required deposit per M board feet for all species for surface rock replacement on existing Forest roads is $1.63. Deposit will be required for all green material and removed dead material. In accordance with the National Forest Management Act of 1976, a bidder qualifying as a small business under the Small Business Act (as amended and the regulations issued thereafter) may elect at the time of sealed bid submission to have the Forest Service construct the included specified roads. If the bidder elects to have the Forest Service construct the roads, the price paid for the timber shall include the estimated construction con-struction cost which is $267,486. Such roads will be constructed to the design classes and in accordance with drawings and specifications included in the sample contract. Purchaser credit limit is $241,443. To the extent that bidding does not increase the total stumpage value $210,000 above the advertised value, the maximum purchase credit limit shall be decreased and offset by furnishing road construction material and-or cash payments for those roads constructed by the purchaser as described in the timber sale prospectus. There is no purchaser credit available at advertised ad-vertised rates. Specified roads, whether constructed con-structed by the purchaser or the Forest Service, shall be completed by September 30, 1984 (final date for completion of all road construction). If the purchaser elects to have the Forest Service Ser-vice construct the roads, the Forest Service intends in-tends to perform construction con-struction by contract. When the Forest Service intends to construct the road through a contract, the award of the timber sale contract will not be made unless either a satisfactory road construction con-struction bid is recieved or if Forest Service fails to recieve such a bid within 120 days of opening timber sale bids, bidder agrees to perform road construction. All included timber shall be given domestic processing. Bidders are advised that violation of the domestic processing requirement constitutes breach of contract and may result in contract cancellation or in refusal to award timber sale to violater or debarment or suspension from bidding on future timber sales. If total bid value, plus required deposits, exceed one million dollars ($1,000,000) an EEO compliance review shall be made to determine if the provison of Executive' Order 11246 have been complied with before award can be made. The requied bid guarantee is $2800.00. The ' high bidder whose bid is accepted must, within 30 days from receipt of written notification, furnish a cash deposit, or provide effective purchaser pur-chaser credit, in the amount of 5 percent of total bid value rounded up to the next $100. The purchaser credit limit is $241,443. The right to reject any and all bids is reserved.
