Show PUBLIC NOTICE USDA FOREST SERVICE DIXIE NATIONAL FOREST The Dixie National Forest ol the USDA. Forest Service will prepare an Environmental Impact Statement (or the Forest Land Management Plan The plan will provide management direction lor all management programs and practices resoun.e uses, and resource protection measures on the National Forest Thecontenlol the plan will include The maior public issues and managment con cerns that will have been identified as pertinent to the Forest An analysis ot the management situation, in eluding a brief description ot existing management situal.ons, demand and supply conditions tor resource commodities and services, production potentials, and use and development opportunities Long range policies, qoals, and objectives, and .the specific management prescriptions planned to meet the policies, goals, and objectives Proposed locations, timing, standards, and guidelines for proposed and probable management practices Monitoring and evaluation reguirements. A hst ot tentative issues expected to be discussed include Population increases. Should the Dixie National Forest plan for increased demand on National Forest resources because ot rapid increases in the size of local populations due to coal development, other forms of energy development, and the MX Missile proposal. Timber Harvest. Should harvest ot overmature timber be accelerated to reduce or prevent high mortality losses and to improve toresl age class distribution, which would lacilitate luture sustained yield management? Fire Management. Should the Dixie N F adopt a policy of less than all out suppression action on wildfires where a cost benefit damage analysis indicates benefits would result? A related issue is should the Dixie N F. use fire as a tool to remove unwanted vegetation? Wildlife Habitat. Should the Dixie National Forest provide emphasis to wildlife management by limiting the use ol other resources on areas that are important wildlife habitat, and by conducting an active habitat improvement program. Fuelwood Removal. Should the Dixie National Forest restrict the romoval of fuelwood, in some areas, to provide for wildlife species, dependent on deadwood for their habitat? Livestock Grating. Should the Dixie National Forest -continue to provide for approximately the current livestock grazing use? Water Diversions. Should the Dixie National Forest protect the ecological and aesthetic values of streams, springs, and wet areas by restricting permits to pipe or divert water from National Forest land? Motorised Travel Restrictions. Should the Dixie National Forest restrict motorized travel by wheeled vehicles on seldom used roads and selected cross country areas to reduce wildlife disturbance and minimize soil erosion and other resource damage? Energy and Mineral resources. Should the Dixie National Forest encourage the exploration and development of energy and mineral resources, in eluding the placement of utility corridors across the National Forest Maintain Scenic Values. Should the Dixie National Forest modify the use of fhe Forest to maintain or enhance Ihe scenic values along major roads and other travel ways? Increased Recreation Use. Should the Dixie National Forest provide lor an increasing demand for outdoor recreation opportunities? If so. should developed camping and picnicking or dispersed types ot recreation be given highest priority tor emphasis? Group CJmping. When considering the development of recreation sites tor camping and picnicking, should the Dixie National Forest place emphasis on Ihe construction and use of facilities lor large groups ot people rather than lor single family units? Public Participation. A variety of participation activities are planned to provide for public in volvement in the planning process A Notice of Intent to prepare an Environmental Impact Statement is scheduled to appear in the Federal Register during July I960 The notice will provide information on the planning process, the proposed release dates of Ihe dralt and final En vironmental Impact Statements and the name and address of the official who can provide additional information Requests for comments on the twelve issues tentatively identified, and other comments will be distributed to governmental agencies, Indian Tribes, elected officials, and other interested individuals. "Open houses" with extended office hours will be held on July 28 and 29, 1980 at Dixie National Forest ranger stations in St George, Cedar City, Panguitch, Escalante, and Teasdale, Utah A Forest Officer will be in the office to answer questions and receive comments during the hours of 1 00 p.m. to 5 00 p m and 7 00 p m to 9 00 p m on both days An "Open House" will also be held on July 36, 1980 in Las Vegas, Nevada, at the Forest Service offices on the 2nd floor of the Forest Building, 300 Las Vegas Boulevard South during the hours of 1 00 p m to 9 00 p m This open house will be a coordinated effort between the Dixie and Humboldt National Forests A Forest officer from each Forest will be available to answer questions and recieve com ments. Future public participation activities are planned to obtain involvement at key steps m the planning process. These will include: Notifying the persons who responded how their comments were used in preparing the final list of issues and concerns. Obtaining public input, on which alternatives to analyze tor the plan, and the criteria by which the selected alternative will be chosen. Providing appropriate activities for public input on the Dratt Environmental Impact Statement (DEIS).
