Mayor Young argued that Thorpe Waddingham who has been acting city attorney for nearly two years should be retained also. But Pettey said there was no point in keeping Wadding-i Wadding-i ham after Day and Barney were familiarized with pending pend-ing legal matters. It was finally agreed that Waddingham Wadding-ham would be retained to complete certain legal problems prob-lems which had already been started, and were near com -pletion. But that he should fill in Day and Barney, so they would be aware of all city legal matters. Jay Barney, of the legal firm, discussed with the Council the services they would perform for the $150 per month retainer. He said more detailed work would be charged by the hour. The firm has recently started a mobile law office, which stops in Milford every two weeks. They. will attend the second meeting of the city council each month. After numerous questions as to the service they would perform and the promptness the council could expect to receive, Pettey moved to put them on retainer for a probationary period of six months, at which time the firm will know if the mobile office will be a successful operation, and the council will have an opportunity to assess the service theypro-vide. theypro-vide. Mayor Young noted the beginning be-ginning of the Amtrac passenger pas-senger train, Desert Wind, on October 28, and proposed the city plan a welcome for the inaugural run on October 26 - 27. On the inaugural run, the Desert Wind will be in MJlford from 3:00 to 3:15 p.m. ' Councilman Pettey agreed to approach the high school band leader about bringing the marching band to ' the depot to play, and other efforts ef-forts will be made to draw a crowd to look over the Desert Wind before it begins it's regularly scheduled runs the next day. Jay Hill, of Fred E. Morton Mor-ton Company, an independent insurance underwriter, from Salt Lake City, discussed the (city insurance program, and explained the errors and omissions insurance, which the city had inquired into. After some discussion and questions Hill left for Salt . Lake City and the Council opened bids for insurance. Morton had bid $5,609 for complete coverage, excluding exclud-ing fire, which they could not write pending the state fire rating. Theirs was the only bid. Pettey moved to purchase the Insurance from Morton, .and to pursue purchase of fire insurance. Barney discussed the new annexation law, stating that he felt the law passed by the last legislature would be upheld in the Supreme Court and the city should proceed on that basis. He said the case was to be argued on Oct -ober 17th, but he didn't know if a verdict would be rendered rend-ered by the public hearing on November 5th. Hanley asked about how long the moritorium on the dog ordinance was in effect. The council placed the new leash law In moritorium last year after citizen protests. Barney explained that in effect they had repealed the ordinance, and should adopt a new one. In other action the Council: ' approved a Class C |
