The seat will be up for election in November along with three other council coun-cil seats. Commissioner Chad Johnson John-son and Joe Melling, FCAG met with the council to discuss dis-cuss the feasibility study on geothermal power, and what O steps should be taken next. Johnson said that the Commissioners Com-missioners had gone as far as possible on their own, without an interlocal agreement. agree-ment. He said the Department Depart-ment of Energy would come to Beaver County to explain their loan guarantee program, pro-gram, and that there were other grants and funding available to continue the investigation in-vestigation of feasibility and to sit in on negotiations for steam with unit operators at Roosevelt Springs, and other areas of Interest such as possible users of heat or steam byproducts. He said, "Without forming form-ing an interlocal agreement, the county cannot legally enter en-ter these negotiations." The DOE requires that a legal entity request them to explain ex-plain their program. Johnson John-son said the county wanted the cities to become involved. involv-ed. He had been to Beaver City and Minersville and both Councils had pledged their support and participation. He said that as Milford stood the most to gain, due to the proximity of Roosevelt Springs, he felt Milford should act as the lead agency In requesting these agencies explain their programs. He said the other communities and the county could sit in on the meetings so that everyone could be informed. Mayor Young aruged that the city didn't know if they O wanted to get into the power business. What's it going to cost? How do we know if we can afford it?" Johnson told him that, "we don't know the cost yet that's what we want to find out." He assured the council coun-cil that to talk to DOE and others there would be little lit-tle or no cost involved, and the little there might be -such asa telephone call -would be paid by the county or Himself. The Mayor continued his arguments, not seeming to understand that the city would incur r no financial obligation ob-ligation until it was determined deter-mined that they wanted to go ahead with municipal power and an Interlocal agreement was signed. Finally, Swain moved that Milford City act as the lead agency in getting this additional addit-ional Inform ation, which would take them to the stage of an interlocal agreement or dropping the idea, provided the city incurr no financial obligation. The motion passed pas-sed unanimously, despite the Mayor's reluctance. Both Pettey and Swain said they were impressed with the traveling attorneys, Day and Barney, and had talked to Attorney Tyckson when the van was in town and he had agreed to act as city attorney attor-ney for $150 a month retainer, re-tainer, and would attend every other regular meeting. meet-ing. The Mayor reported he had purchased another police car, a, 1976 Plymouth Fury, for $2,000. A letter from Attorney Waddingham informed the Council that the Attorney General would no longer provide pro-vide services to cities and counties. The Municipal League will attempt to fill the gap. A representative of the FCAG met with the board to see if they were still interested in matching funds for plannng under HUD's 701 program. She assured the city's share would be under un-der $770. The over $3,000 would be used to update the master plan and zoning and subdivision ordinances.
