Show , V We've received little information in-formation about the Primary Children's Hospital fund drive, "Pennies by the Inch." However, we understand under-stand that Joan Davis is the local chairman, and that a local campaign isbeingheld, with mothers going door to door with envelopes, between February 5th and 15th. They ask that you stand tall and measure every member of the family, and contribute a penny for every Inch measured. Of course, If you can afford it, and want to, you can substitute nickles, dimes, quarters or dollars. - 0 - This is a particularly special charity, because it not only helps children, but is close enough to Beaver County so that many actual cases of youngsters receiving receiv-ing benefits are known. So many charities seem so remote that it Is difficult diffi-cult to become enthusiastic. Few of us can comprehend the search for a cure for cancer, cystic fibrosis, muscular dystrophy, or other little understood diseases. dis-eases. But we all know of crippled children, who, , through treatment at Primary Pri-mary Children's Medical Center were made to walk, and lead normal lives. So stand tall and give all you can. 0 -Ugh! Have you received your latest power bill? Re -ports are that this is the coldest winter since 1949. That old cliche, "everybody "every-body complains about the weather but nobody does anything about it," has never been more true. The frost on the trees Monday was beautiful. We couldn't help but stop and shoot a picture of the trees on high school hill. But, everyone has already seen enough snow, they probably don't want another picture , of it. Last year, it was March before Milford had enough snow to make a good picture. 0 -The ' County Commissioners Com-missioners got a good lesson les-son in corporate politics last ' week. They seemed to be moving along fine with HB 109, until UP & L threw a monkey wrench into the works. Unfortunately they see Beaver County entering the power business as a threat to the UP '& L monopoly. They managed to get the bill circled back to com -mittee where it could get hung up for the rest of the session. - 0 -As a normal clrcum- . stance, we philosophically . oppose Government involv- ing itself into areas where ' private enterprise can do the job. And, if Beaver County was attempting to go into competition with UP & L with thermal powered units, or to purchase power from other power plants, the story would be different. But the purpose of Beaver Bea-ver County's feasibility study is to use the Beaver County geothermal resource as their prime source of power. Only the feasibility study will determine If in fact this would bring about a savings, and stabilize the power structure. However, preliminary studies indicate that it would be possible to stabilize the rate structure under the ever-spirallng costs of thermal plants. - 0 (Continued on Page 2) HERE'S MORE ABOUT Just Between Other factors that must be weighed are the cost of purchasing UP & L's distribution dis-tribution system in Beaver County, or replacing it. Back up power, in case of failure, also must be resolved, and there are several alternatives alter-natives to do this. Beaver County ' is unique in that it has a huge geo-thermal geo-thermal reserv6ir that can be tapped. It is not unlike tapping a stream of water that flows through the county, with a dam and power plant. Once construction is com -pleted, the resource is likely to last indefinitely, meeting the needs of Beaver County for many years, with little increase in electric rates. However, if the same geo-thermal geo-thermal power resource is tapped by private industry (which certainly it will be) it will be integrated into the power grid along with power from thermal plants, and Beaver County would realize little or no saving, because rates would still be dictated by the spiraling cost of fos -sil fuels. - 0 -If the feasibility study to be conducted by Ford-Bacon Associates shows that it would not be possible to stabilize the power rates in Beaver County at a substantially sub-stantially lower cost than In actuality, this is most likely the form of action that would be taken, regardless of the outcome of HB 109. that furnished by UP & L, we are certain that Beaver County, and it's municipalities municipali-ties would scrap the whole idea. Certainly, this writer would want assurances that power costs would be less than the loss in tax revenue from private industry. 0 - HB109 is important only in that it would remove any doubts about Beaver County entering the power business. busi-ness. However, should it be bogged down in com -mittee, Beaver County has the alternative of formingan interlocal agreement with all or any one of the municipalities munici-palities in the county, or other public agencies of the county or state under the Interlocal Co-operation Act.
