According to regulations being published in the Federal Feder-al Register, the 1979 fee will be $1.89 per animal unit month (AUM). This compares com-pares to $1.51 during 1977 and 1978. The regulations implement imple-ment a provision of the Public Rangelands Improvement Improve-ment Act of 1978, whichman-dates whichman-dates the formula to be used in calculation of grazingfees on all federal rangelands. The same bill limits the amount the fee can increase in any given year to 25 percent per-cent of the previous year's fee. Without this provision, provi-sion, the 1979 fee would have been $2.03 per AUM, according ac-cording to Bob Stewart, the BLM state information of ficer. The formula required under un-der the new act is known as The Technical Committee Formula. It received some support from the livestock industry during Congressional Congres-sional hearings. The formula begins with market value of $1.23 established estab-lished during the base period 1964 to 1968. A Prices Paid Index (PPI) is then subtracted from the Beef Cattle Price Index (BCPI) and this is added to the Forage Value Index (FVI) and divided by 100. The limiting clause, holding hold-ing increases to 25 percent, keeps the 1979 figure to $1.89 instead of the full $2.03 the formula would allow. al-low. The 1979 fees go into effect in March.
