The bill requires the U.S. Treasury to take action on complaints of dumping within with-in 45 days. "By failure of the Administration Ad-ministration to adequately enforce fair trade laws, which protect our open market mar-ket from dumped goods, the Administration has endorsed en-dorsed a policy of eroding industry's world and domestic domes-tic market shares and have severely handicapped industry's in-dustry's ability to obtain the capital to modernize," Hatch explained to the Senate. "By an unresponsive unrespon-sive Administration, untold numbers of small businesses business-es have borne the burden of subsidized foreign goods flooding our open market." "What the law has lacked in protection, whatTreasury has lacked in initiative and enforecement, this act will correct" he said. "This legislation is particularly par-ticularly crucial to Western steel mills such as Geneva.
