A large part of the problem prob-lem is money there just isnt enough to do what needs to be done. Most of the budget goes to pay salaries but four road employees are paid out of Title XI CETA funds. Still, after salaries are paid, there is not enough money for seal -ing roads or building new roads. Roads across the county must be sealed this year or they will be lost as oil roads. The problem is not a new one, and it's added to by the need to purchase equipment. Most county road equipment is getting old and in disrepair. disre-pair. Pine Creek again became the subject of discussion after aft-er several years when Atty. John Christiansen told the Commissioners that the suit brought by the Beaver Valley Val-ley Chamber of Commerce had been set for trial Sept. 19th. The suit seeks to set aside the zoning of Pine C reek interchange from highway services, and back to grazing. In another action, the same Beaver Valley Chamber of Commerce, listing George Rich, president; Sumner F. Murdock, M. L. Patterson, Gordon Hunt, Halbert Lund, and Daniel E. Martin, filed a petition for rezoning of Pine Creek from highway services to grazing. Christiansen told the Commissioners Com-missioners he had filed for dismissal and wanted to know whether to continue that course, or what. After some discussion, they decided to continue on present course of dismissal or to go to court. A change in action would be difficult to justify on the basis of not wanting to provide services to Pine Creek on the one hand, while encouraging development de-velopment at Sulphurdale on the other. A law suit seems inevitable inevi-table no matter which course is taken, since interested parties at Pine Creek would naturally file suit if the coun -ty now set about to change the previous decision of several sev-eral years ago. The petition for rezoning was sent to the Planning Commission, who recommended recom-mended the present zoning. The question arose as to whether the parties petitioning petition-ing had the right to petition since they do not own the land or adjoining land involved. in-volved. Sheriff Nelson was advised ad-vised to write citations to farmers or others allowing sprinkling or irrigation wa -ter to get on county roads. Nelson advised the Commissioners Com-missioners of an impending rock concert scheduled at Black Rock. However, a county ordinance it was thought would control or prohibit pro-hibit the concert. He later reported the site was moved to Utah County. The County Advertising Committee approached the Commissioners about hiring Marvin Bell of Creative Marketing Directions to produce pro-duce a new county brochure, and handle the radio, TV, and magazine advertising. Red Wilson of the COUNTY NEWS challenged that the same services and quality were available in the county and specifications should be drawn up and submitted to local agencies and printers for bids. Clair Lee declared he thought you could get more for your money by going out of town, though as a local businessman he was an advocate ad-vocate of shop at home. The Commissioners determined de-termined that local printers should have specifications and be allowed to bid on the same quality as proposed by the Bell agency. In other business, they were advised the indigent defense funding would be dropped after the present contract runs out and there would be a sharp increase in cost to continue.
