'Wirwv. - 2527c' One of the surprising aspects r of the current scene is the tact I , lhat so many people in high official position talk about the virtues of free enterprise, and p then advocate all kinds of mea- c sures ot the taxpayers' expense t when a presumably free en- s tcrprisc gets into trouble. s r The taxpayers have wit- c nessed the Federal government coming to the rescue of ailing railroads, aircraft builders, and i other operations. It has also a been reported that when a big i national retail chain was on 1 the ropes, the Federal Reserve t Board leaned on a number of banks to keep it afloat. t Now, as is well known, when c a farmer goes broke, 91- a small i business goes broke, it is put v on the auction block, and if c there is a reason for the cxis- n tence of that farm or business, somebody comes along and takes it over and often oper- e ales it successfully. c f It has been long standing u dogma of the National Federa- s tion of Independent Business c that free enterprise is a two way street. Freedom of opportunity oppor-tunity does not mean guaran- f tees, as under a free enterprise v system there is also freedom i to go broke. 1 It is most difficult to see, c under free enterprise, why the t taxpayers should bail out, for example, an ailing railroad r There are only a few reasons 1 why such an enterprise should 1 go broke. One is that It serves t 'National Federation of Indepenc 10 useful purpose. In that case, t should be abondoned. But it it does serve a useful mipose, then the problem is me of poor management, and his is a problem that the tockholders and investors hould have attacked with new nanagement long before the interprise got into trouble. But, if there has been a fail-ire fail-ire to take the proper steps, ind the enterprise is in hock ip to its neck, then the only ogical solution is to put it on he block to the highest bidder. At a new lower price, it is hen possible for the new own-ir own-ir to turn the enterprise around nto a profitable operation, vhereas merely compounding excessive debt with more debt iggravotes the problem. Of course, investors and lenders lend-ers lose in this procedure, but n the other hand, if they ailed to use caution, they have inly themselves to blame and hould not expect the taxpayers taxpay-ers to take care of them. There is no substitute for ree enterprise, and all inde-jendent inde-jendent business people know f they cannot make their oper-itions oper-itions work, they had better emedy the conditions, or sell mt to somebody who can make he enterprise succeed.
