While tourists were told to cut the vacation short on Saturday, residents waited till Sunday for evacuations. Some residents and tourists are ignoring the mandatory evacuation. Fran Chipley, manager of the Chelsea House bed and breakfast told reporters it would be "buisness as usual," commenting on the storm's appearance to be heading south. At 2 p.m. ET, the storm reached category 3, with heavy rain and winds as high as 115 mph. This would be the third hurricane in two weeks to hit the U.S Gulf Coast region.
