BOSTON James Orthwein became majority owner of the New England Patriots when he purchased the 51 -percent share held by Victor Kiam, then reassured fans he has no plans to move the team. Orthwein closed the deal in St. Louis where he is trying to bring an expansion team. He said his goal was to strengthen and stabilize the organization, resolve problems where the team plays, and find financially strong, long-term ownership. PITTSBURGH Former staff members at the University of Pittsburgh broke NCAA rules by giving football players money, meals and clothing and giving recruits limousine rides and deluxe hotel rooms, the school said. Pitt submitted a report on its internal probe to the NCAA, admitting to 12 rules violations in its football program from 1986 to January 1991 and nine possible violations. Among the possible violations acknowledged by Pitt: coaches providing small amounts of money to players, a former coach placing a call to an athletic department staffer about the in-house investigation, an agent possibly buying furniture or providing a telephone for a student-athlete.Spokesman Jim Marchiony said the NCAA will review the report and decide how to proceed. The NCAA can accept the report and determine what sanctions, if any, are deserved, or conduct its own investigation. .
