Certified Cer-tified copies of the survey plats must be filed in duplicate with the District Minerals Manager, Minerals Management Service in accordance with Notice to Lessees and Operators of Federal and Indian Onshore Oil and Gas Leases (NTL-6), 30 CFR 221. Failure to comply com-ply with this provision shall render the lease subject sub-ject to cancellation in the discretion of the Secretary of the Interior or his authorized representative. Permission to drill will not be granted by Supervisor prior to compliance with NTL-6. 2. If so required by the Area Director or his authorized representative the lessee shall condition, under the direction of the District Minerals Manager, any well drilled which does not produce oil or gas in paying quantities as determined by said District Minerals Manager but which is capable of producing water satisfactorily satisfac-torily for domestic, agricultural, or livestock use by the lessor. 3. The lease stipulates that the lessee shall give a priority right of employment employ-ment and training to Indians. 4. WATER. Water for use in drilling operations shall not be obtained nor used without prior permission permis-sion from the tribe and the Superintendent. 5. Place each bid with remittance in a separate, sealed, plain envelope on which the tract number, oil and gas lease sale number, and opening date and time are stated. Then place all bids in one large envelope addressed ad-dressed to the Superintendent, Superinten-dent, Uintah and Ouray Agency, Fort Duchesne, Utah, marked "Bid For Oil and Gas Mining Lease," not to be opened until 1:00 p.m., local time, February 18, 1983. 6. By this advertisement we are hereby setting forth the rental schedule to be employed. That schedule shall be as follows: Year No. 1 of Lease: $10.00 per ace of leased land. Year No. 2 of Lease : $15.00 per acre of leased land. Year No. 3 of Lease: $20.00 per acre of leased land. Year No. 4 of Lease: $25.00 per acre of leased land. Year No. 5 of Lease: $30.00 per acre of leased land. The above delineated format shall control regardless of whether the leasehold acquired runs for a term of two years, three years, or five years. The procedures covering payment of such fees and the due date thereof shall operate in accordance with past practices.
