Show C Constructive change in law enforcement By ny Clarence M 1 Kelley FBI Director As I leave teave the FBI after more than 37 years in law enforcement it Is gratifying to look took back on the progress our profession has made during these years For today more than ever before law enforcement is a profession Like medicine and law we have instituted a continuing learning process a hallmark of professionalism And most important we have adopted a philosophy of constructive change to adapt to the changing requirements of our society for law enforcement ser ser- vices To me the most interesting and satisfying part of law enforcement administration is this process of change During the more than four years I have been privileged to serve as Director of the FBI I have helped implement a number of changes ranging from computerization of records management and automation of fingerprint search searching ng to a quality quantity over approach in the use of investigative resources and development development develop develop- ment of a participatory management philosophy A new career development program and the crime resistance convincing concept-convincing the public they have a responsibility to uphold the law lawin lawin lawin in cooperation with police-are police important important important im im- im- im changes within and without the FBI Our concentration of investigative effort on white-collar white and organized crime on terrorist activity and foreign counterintelligence and our use of expanded undercover operations in cooperation with other law enforcement enforcement enforcement en en- agencies have made the FBI more responsive to the needs of today's society These advances are part and parcel of those made by the whole police profession in the past three decades Progress in research training forensic science preventive and responsive patrol behavior science investigative techniques and all facets of law enforcement enforcement enforcement en en- have been phenomenal- phenomenal H unprecedented But more important than any single change in the FBI or any police agency is the building of organizations capable of change I hope I have followed in my myown myown myown own way the example set by my predecessor J J. J Edgar Hoover was a giant force in guiding law enforcement toward professional status And he realized that it Is the caliber of people we attract to the ranks that build wild our respective organizations dedicated personnel capable of Instituting constructive constructive con con- changes The advances of recent years are the product of this dedication on the part of the men and women in law en- en cement To all of ot you to those I have worked with in the FBI and in the Kansas City Police Department to all who serve our society as keepers of the peace thank you Thank you for wearing and being the shield It has been wonderful working with you It w will ill be my pleasure to continue working with you even though from a different perspective I f intend to continue my interest in law taw enforcement and will do whatever I can to further its progress |
