Show A retired list for officers of 0 t the 11 e army unil and of the marine co als the bill recently reported by mr davis of mississippi from the senate committee on military affairs excites considerable interests among officers of the army and marine corps this bill is is in in the form of a substitute for that in introduced trod by mr iverson on the of january last and is is entitled A bill to promote the efficiency of the army and of the mar marine n e corps b by y retired disabled and infirm officers the first section provides that if any commissioned officer of the army shall have hav e become or shall hereafter become incapable of performing g the duties of his office lie he shall as provided in in these the second section of the act be placed upon a retired list with the pay proper of the highest rank held by h him im at the time of his retirement vi whether hether by staff or regimental commission and with ft ith the service rations ration sto to which he may then be entitled including general officers who may be retired and the regular allow allowance ance for one sen servant ant if the officers disability be proved to result from wounds received in in action his pay proper is is to be that of his highest rank by brevet or otherwise the section also provides that not more than one seventh per cent of the whole hole NA number of officers in in the army shall be on the retired list at any one time the second section provides for the appointment of a board to be composed of not less than div five e nor more than nine nine commissioned officers to examine any officer who nho on the plea of incapacity t Y shall hall voluntarily apply to be retired or on being P ordered to perform any duty ampro appropriate to his commission shall report himself unable to comply w with ith such order or whatever hat ever officer in the opinion ion of the president of the united states is is incapacitated from performing his big duties this board is is to be composed of officers superior in in rank to that of the officer examined if it appears from this ex that the officers disability can be traced to vicious vicious habits he is is then to b be e tried by a court martial on charges and specifications duly setting forth the of fences alleged without limitation as to the date when committed the findings of all such boards must have the approval ip of the executive the third section provide that whenever i hen the president shall deem it ad advisable visa to cause an officer who has been withdrawn from active service service and retired from the line of promotion to be placed on any duty not incompatible with his ns condition such officer shall for the me he may be so employed employ ed be entitled to 0 all the pay and allowances allow ances of the gr rade a de with which he was retired from active icline service service and promotion |
