Show fifth congress beconi SESSION SENATE washington jan 12 1859 THE important BILL or MR MA MASON so the following are the details of the I 1 important bill introduced yesterday by mr mason adm of va from the committee on foreign relations authorizing thor izing she president of the united states to use the public force of the united states stiles in in the cases therein provided pi 0 whereas the president of the united in in the dischar discharge disc haige fg of ahe duty imposed in sed on rum ern by the constitution from time to time to give to congress information of the state of the union and recommend to their consideration such measures as he shall jud judge e nece ne cesary s sary and u d expedient has int interned ormed congress conge that by reason of the distracted and revolutionary 0 lutio nary ary condition ot of mexico of certain of the states of central america and occasionally of those in in south america as well the property as the lives and liberties of american citizens citizen peaceably and rightfully within their respective limits are subjected to lawless violence Mo lence or otherwise placed in in peril by those claiming to be in in authority and for redress thereof negotiation and remonstrance in in the forms of diplomatic lorna tic intercourse are attempted in in vain vain and it being manifest to congress that such condit condition lon of things iri in the states aforesaid will continue su so long as government is is found there in in the unsettled and irresponsible condition at present and at times heretofore tolerated by their people and it being the indispensable pen sable duty of the government of the united states slates to protect its citizens against lawless violence without the ap limits u its of the united states wherever found on lawful errand therefore be it enacted ac that whenever it shall be made to appear to the president that any citizen or citizens of the united states have been subjected within the limits of any of the states aforesaid and without commensurate offence offense on their part to any act of force on the part of chose those claiming to be in in authority therein affecting the life or liberty of such citizens and the case in in the opinion the president demands on his part the interposition hereinafter provided shall be lawful for the president to use the land and naval forces foi ces of the states or such part of them as he deem requisite in in such way as in in judgment may be most effectual ef force within the country so offending to give full and adequate relief and protection to any citizen or citizens of united states so injured or imperilled imperil led i and at his discretion to obtain for any wrong wrong so done provided the president shall report to if in in session forthwith or if in in recess at its first meeting thereafter may be done by kim him at any time in in execution of this act and provided further t h er that as soon as the object shall b abt obtained ined in in aidy any case abe re thi poi of this act shall be cari earned aed into execution the land and naval forces so used shall bo be withdrawn mr mason gave notice that ho he would I 1 ask the senate at an early da day y tj ta pro 1 aeed to the consideration of the bill JV y herald I 1 |
